Although merit system selection and management of public personnel is thought of as the standard for good governance, public employees frequently are appointed by political officials rather than being members of a career civil service. In fact, there has been an increase in the level of patronage appointments and politicization of public administration over the past several decades as political leaders attempt to impose their control over the public bureaucracy. Although widespread, patronage appointments in the public sector are particularly important in Latin America, where there is a tradition of extensive patronage. The Politics of Patronage Appointments in Latin American Central Administrations seeks to understand the motivations of patrons when they make appointments, the roles appointees play, the skills required to play these roles, and what accounts for different modalities of patronage. It moves beyond the conventional condemnation of patronage to examine the multiple uses of political appointments, which can be crucial for obtaining the services of highly qualified individuals who otherwise might not be willing to work in the public sector.

In this paper we use new data on over 1,000 persons appointed to positions in the first six months of the Obama presidency to expand our understanding of presidential appointments and modern patronage practices. We use systematically collected appointee biographical data to determine which agencies receive appointees with fewer qualifications and more extensive campaign experience or political connections. We finds that presidents tend to place patronage appointees in those agencies that are less central to the president's agenda, with the same political ideology as the president, and where appointees are least able to hurt agency performance. We conclude that the controversial role of patronage in the modern presidency embodies the deeper conflict that emerges from a need for both presidential accountability and broader government performance.

Patronage systems in the public service are universally reviled as undemocratic and corrupt. Yet patronage was the prevailing method of staffing government for centuries, and in some countries it still is. In Jobs for the Boys, Merilee Grindle considers why patronage has been so ubiquitous in history and explores the political processes through which it is replaced by merit-based civil service systems. Such reforms are consistently resisted, she finds, because patronage systems, though capricious, offer political executives flexibility to achieve a wide variety of objectives. Grindle looks at the histories of public sector reform in six developed countries and compares them with contemporary struggles for reform in four Latin American countries. A historical, case-based approach allows her to take into account contextual differences between countries as well as to identify cycles that govern reform across the board. As a rule, she finds, transition to merit-based systems involves years and sometimes decades of conflict and compromise with supporters of patronage, as new systems of public service are politically constructed. Becoming aware of the limitations of public sector reform, Grindle hopes, will temper expectations for institutional change now being undertaken.

Party Patronage and Party Government in European Democracies brings together insights from the worlds of party politics and public administration in order to analyze the role of political parties in public appointments across contemporary Europe. Based on an extensive new data gathered through expert interviews in fifteen European countries, this book offers the first systematic comparative assessment of the scale of party patronage and its role in sustaining modern party governments. Among the key findings are: First, patronage appointments tend to be increasingly dominated by the party in public office rather than being used or controlled by the party organization outside parliament. Second, rather than using appointments as rewards, as used to be the case in more clientelistic systems in the past, parties are now more likely to emphasize appointments that can help them to manage the infrastructure of government and the state. In this way patronage becomes an organizational rather than an electoral resource. This paper analyzes how modern presidents make patronage decisions. It explains where less qualified but essential-to-place persons want to go and where presidents find it easiest to place them. It uses new survey data from the George W. Bush Administration to provide some of the first systematic evidence we have on where presidents place patronage appointees in the federal government. It finds that presidents are most likely to place patronage appointees in agencies that share the president's views about policy and in positions where appointees have less visible impact on agency outputs or performance. I conclude that patronage factors play an important and underappreciated role in presidential administrative strategies.
