L'evoluzione del settore delle comunicazioni a banda larga è stata in Italia storicamente condizionata e rallentata da diversi problemi, legati sia alla morfologia delle reti fisse, sia a scelte regolatorie e normative che non sono riuscite a essere al passo con le necessità dei tempi. Oggi, purtroppo, si deve prendere atto che il ritardo infrastrutturale che l'Italia accusa nei confronti dei maggiori paesi industrializzati, soprattutto in ordine alle Very High Capacity Networks, rischia di ampliarsi in assenza di correttivi che possano mettere gli operatori delle Telco e più in generale dell'intero tessuto produttivo, nella condizione di accompagnare e sostenere la trasformazione digitale. Se l'Italia vuole partecipare ai benefici della trasformazione digitale occorrono ingenti investimenti sulle reti fisse e sulle reti mobili di nuovissima generazione e investimenti altrettanto cospicui da parte del mondo produttivo per l'adozione delle tecnologie digitali innovative. Una simile prospettiva si scontra con un insieme di criticità di diversa natura: strutturali, di politica industriale, regolatorie e istituzionali. Il volume analizza nel dettaglio ciascuna delle dimensioni rilevanti, proponendone analisi quali-quantitative e derivando alcune implicazioni di policy essenziali. Tra gli elementi ritenuti maggiormente problematici vi è senz'altro la questione dell'adozione, in Italia, di limiti all'esposizione ai campi elettromagnetici più restrittivi di quelli raccomandati a livello internazionale, le cui conseguenze sistemiche sono largamente sottovalutate, se nono ignorate. Il tema più generale della bassa qualità istituzionale è identificato come causa di elevati costi di transazione, bassa certezza del diritto, elevata litigiosità e farraginosità: fattori che indubbiamente condizionano l'iniziativa privata, e che costituiscono una zavorra agli investimenti privati e allo sviluppo economico del Paese.
