Mediante esta propuesta se busca dar orientacion y lograr articular las acciones de desarrollo de recursos humanos que se plantean y realizan en los servicios de salud, en especial las relacionadas con los procesos de reforma sectorial, de manera que constituyan un todo integrado cuyas acciones y programas se potencien reciprocamente hacia un proceso de trabajo en salud con calidad. La propuesta esta dirigida al desarrollo de los servicios de salud con calidad, equidad y productividad de cara a las necesidades de salud de la poblacion. Se parte de reconocer que para alcanzar este proposito es necesario establecer un consistente e integrado proceso de desarrollo de recursos humanos a nivel institucional. En el proposito de impulsar el desarrollo integral de la gestion del personal de los servicios de salud, tres objetivos se destacan en esta propuesta: a) Integracion del desarrollo de recursos humanos en una accion diferenciada tecnicamente pero interrelacionada, que articule las acciones y componentes de trabajo en funcion de una perspectiva comun; b) Mejorar la capacidad de identificar y analizar problemas en recursos humanos en forma participativa y en funcion de los objetivos de mejorar la calidad y la productividad del trabajo y de los servicios de salud y c) Fortalecer y orientar las proceso basicos que conforman la gestion integral de recursos humanos en salud (capacitacion, administracion, organizacion del trabajo y relaciones laborales) en sus diversos niveles de ejecucion.
