The current system of prices, production and import quotas for the EU sugar market, which has remained largely unchanged since its inception in 1968, is due to expire in June 2006. It has attracted criticism for its anomalous structure, especially given the reforms to other aspects of the CAP in 2003, and the fact that some elements have been declared illegal by the WTO has added to the pressure for change. Following on from an earlier Committee report on this topic (HCP 550-I, session 2003-04, ISBN 0215018257), this report examines the recent proposals by the European Commission to reform the regime, in the context of the wider Doha round of trade negotiations, focusing on the likely impact on sugar producers and processors in the UK and the wider EU, and the development of the UK Government's position on the proposals. The Committee's conclusions include support for the Commission's reform proposals to secure price reductions in order to bring the European sugar market into balance; and that the UK, in its role as EU President, should support the Commission in minimising any attempts to dilute the reforms.

The EU Common Market Organisation has remained largely unchanged since its inception nearly 40 years ago. Reform has become inevitable due to changes to other sectors in the Common Agriculture Policy and pressure arising from international commitments. The current system provides sufficient support for all Member States to produce sugar, regardless of their efficiency. The proposed reform will therefore affect the least efficient producing regions most strongly. This paper examines the case of Ireland in light of the competitive position of its sugar sector in the EU context. Calculation of the likely impact on sugar beet gross margins and farm income suggest that many producers will want to exit sugar beet production. In light of this, the implications and possible strategies for growers and Irish Sugar are discussed.

This report provides a response by the European Union Committee to the EU's reform of the sugar regime. The Committee welcomes such a reform. The current system protects the EU sugar market through a support system of guaranteed minimum prices, different production quota levels, import tariffs and export funds. Under the text, to be agreed by the European Parliament, the minimum price will be cut by 36% over four years, with production quotas merged into a single quota. The result of such changes, will mean some factories will close and jobs lost. Another consequence will be a reduction of sugar production by almost 40%. These reforms will also affect countries outside the EU border. Africa, the Caribbean and the Pacific enjoy preferential access and rates for imports of their sugar, and who will face challenges in the face of a reformed sugar regime
