In May 2012, French voters rejected the liberalizing policies of Nicolas Sarkozy and elected his opponent, the Socialist François Hollande, president. In June 2012, the incumbent president’s center-right UMP party was swept out of government in the ensuing parliamentary elections, giving way to a new center-left majority in the National Assembly. This book analyzes the contexts and results of the 2012 presidential and parliamentary elections in France. It assesses the legacies of the Sarkozy presidency that informed the 2012 electoral campaigns, scrutinizing his domestic social and economic policies on the one hand and European and foreign policies on the other. In turn, the elections’ outcomes are also analyzed from the standpoint of various political parties and other institutional interests in France, and the results are situated within the broader run of French political history. Finally, the book examines the principal challenges facing the Hollande administration and new government of Prime Minister Jean-Marc Ayrault, and assesses how effectively these have been met during their first year in office.

From De Gaulle onwards, France’s strategic independence has been predicated on self-sufficiency in modern weapons. To achieve and maintain the requisite defence-industrial base, in the context of limited domestic orders, Paris sought to promote the export of its arms. During the Cold War, this underpinned but was also an expression of France’s determination to resist bipolar domination. France offered customers around the world an alternative to reliance on one superpower or the other; and in doing so it generated the revenue to support an extensive domestic arms industry. The end of the Cold War ushered in fundamental changes, however: Western defence spending shrank and the global market was turned upside down. While France’s arms-export policy was less affected by human-rights concerns than other democracies, it was not immune to pressures stemming from the consolidation of Europe’s defence-industrial base and the increased interest of the EU in regulating the arms trade. This Adelphi book considers how France has responded to changing political and market circumstances in the way that it promotes and controls the export of weapons. It examines the rationale for considering a liberal arms-export policy as essential to French independence, and the institutional arrangements that underpinned this. It tracks the dramatic changes in the global arms market since 1990, in terms of demand and market competition, and charts the response of the French government to these changes. The book underlines how the French machinery of government, as a directing force behind the defence industry, has been resistant to the notion of export restraint – even in the case of sales to authoritarian regimes. However, it argues that France now faces a dilemma over whether to continue with a long-successful course, or to moderate its independence through greater collaboration to bolster European integration and better compete globally.

Populist radical right (PRR) parties are questioning women’s rights and sexual democracy. Yet paradoxically they appropriate issues of gender+ equality to attack migrants and to mobilize a growing number of women as voters and members, based on a ‘racialization of sexism’ discourse. This book engages with these puzzling developments in order to investigate the evolving ideologies of PRR parties and their understudied membership from a gender perspective. Why do men and women join these parties? How do they negotiate the gendered propaganda of their organizations? Do these parties mobilize their members in gender-specific ways? The global economic crisis that began in 2007 has posed huge challenges for European citizens and governments. The crisis has shown that the financial sector has not been adequately regulated and supervised, that governments and individuals have overspent, and that European economies are suffering from structural problems. This book, a collaboration between the Centre for European Studies and its member foundations, assesses government responses to the crisis at the national, EU and regional levels, and also offers policy recommendations. Governments should work with one another and with EU institutions to improve bank supervision and regulatory mechanisms. They should undertake fiscal consolidation measures, bearing in mind that government deficits and debt incur costs that burden future generations.
