Reforming the European Commission

Reforming the European Commission PDF Author: Michael W. Bauer
Publisher: Routledge
ISBN: 1317968336
Category : Political Science
Languages : en
Pages : 183

Book Description
Many international and supranational organisations have lately been busy modernising their internal administration. But nowhere has management change received a similar amount of attention than in the case of the European Commission. Although the perception prevails that the Commission has been losing out in recent years, this vivid interest, academic as well as public, in the so-called Kinnock reform suggests that this organisation still remains "at the heart of the Union". The proposition of this book thus is simple. If it remains true that the Commission is an essential part within the (admittedly complex) equation of EU policy-making, changes of the administration basis of this actor are likely to have broader implications. Consequently, this special issue poses three crucial questions about the recent administrative reform of the European Commission: why was such a comprehensive reform possible, what are its specific implications for the Commission as an organisation and what is the likely impact for the policy process? In short, this book puts the organisational base of EU policy-making centre stage. In the quest for answers the authors of the subsequent chapters take distinct perspectives, use various research strategies and methods, and attempt to solve diverse empirical puzzles. But all attempt to add to our understanding of this organisational base, and how to systematically study it. This book was published as a special issue of the Journal of European Public Policy.

Envisioning Reform

Envisioning Reform PDF Author: Sumihiro Kuyama
Publisher: Brookings Institution Press
ISBN:
Category : Political Science
Languages : en
Pages : 416

Book Description
The term "accountability" is increasingly heard at the United Nations. More than six decades after the organization's founding, people continue to ask exactly how the UN is accountable for what it does, and many agree that enhanced UN accountability is a prerequisite to effective global governance. Nevertheless, the concept is elusive and rarely defined, and views have diverged on its proper meaning and various implications. The contributors to this volume identify key issues, raise pertinent questions, and suggest useful reforms regarding accountability in the context of the United Nations system. Contributors include Edith Brown Weiss (Georgetown University Law Center), Michael Fowler (University of Louisville), Koji Fukuda (Waseda University, Tokyo), Ikuyo Hasuo (Osaka University), Anna Herken (office of the Secretary General of the European Bank for Reconstruction and Development), Tadanori Inomata (United Nations), Kyoji Kawasaki (Hitotsubashi University, Tokyo), Tatsuro Kunugi (United Nations University and International Cooperation Research Association), Sumihiro Kuyama (United Nations University), Peter Lallas (World Bank), Edward Luck (International Peace Institute and office of the UN Secretary-General), Suresh Nanwani (Asian Development Bank), Jochen Prantl (Centre for International Studies and Nuffield College, University of Oxford), Michael Reiterer (University of Innsbruck), Tetsuo Sato (Hitotsubashi University), Hideaki Shiroyama (University of Tokyo), Mariko Shoji (Keiai University, Chiba), Kazuo Takahashi (United Nations University and National Graduate Institute for Policy Studies, Tokyo), Hirohide Takikawa (Osaka City University), and Mikoto Usui (Tsukuba University).

Health-Care Utilization as a Proxy in Disability Determination

Health-Care Utilization as a Proxy in Disability Determination PDF Author: National Academies of Sciences, Engineering, and Medicine
Publisher: National Academies Press
ISBN: 030946921X
Category : Medical
Languages : en
Pages : 161

Book Description
The Social Security Administration (SSA) administers two programs that provide benefits based on disability: the Social Security Disability Insurance (SSDI) program and the Supplemental Security Income (SSI) program. This report analyzes health care utilizations as they relate to impairment severity and SSA's definition of disability. Health Care Utilization as a Proxy in Disability Determination identifies types of utilizations that might be good proxies for "listing-level" severity; that is, what represents an impairment, or combination of impairments, that are severe enough to prevent a person from doing any gainful activity, regardless of age, education, or work experience.

Compliance with European Consumer Law

Compliance with European Consumer Law PDF Author: Felix Pflücke
Publisher: Oxford University Press
ISBN: 0198906404
Category : Law
Languages : en
Pages : 252

Book Description
European Consumer Law has adapted and evolved in response to the rapid growth of e-commerce in the last two decades. Compliance with European Consumer Law: The Case of E-Commerce examines the evolving legal framework at the EU and national levels - from mandatory disclosures to unfair contract terms - and analyses the extent to which scientifically grounded evidence or theories underpin these legislative choices. At the heart of the book lies an original, data-driven inquiry assessing compliance among e-commerce traders with consumer protection rules. The empirical analysis investigates whether 300 traders from four jurisdictions (France, Germany, the Netherlands, and the United Kingdom) comply with their legal duties and identifies reasons for non-compliance. It translates the evidence of previously undiscovered non-compliance patterns into targeted and actionable policy recommendations, presenting a significant new interpretation of the regulatory landscape. Compliance with European Consumer Law offers a unique, analytical perspective and contributes to a deeper understanding of e-commerce regulation. Innovative and engaging, this book advocates for a more evidence-driven approach within European Consumer Law aimed at strengthening the effectiveness of the rules and fostering trader compliance.

From Integration to Integrity

From Integration to Integrity PDF Author: Michelle Cini
Publisher:
ISBN:
Category : Political Science
Languages : en
Pages : 260

Book Description
From Integration to Integrity examines the European Commission's administrative ethics in the events leading up to the resignation of the College of Commissioners in March 1999 and the subsequent administrative reform led by Commissioner Neil Kinnock from 1999-2004. Insights from the field of administrative ethics are applied to the Commission's response to accusations of an ethics problem within its organization, adding a new perspective to existing research on the EU institutions. Until now there has been no study of the European institutions themselves to question the validity of these claims or to explore the extent to which the European Commission has responded to problems. This is the first book to examine how the European Commission has addressed concerns about its ethical standards since 1999.
