En la edicion anterior de este informe, en junio de 1986, habiamos concluido en un diagnostico pesimista de la evolucion que la situacion alimentaria regional habia presentado desde 1980. En el analisis de una serie de indicadores economicos y de disponibilidad de alimentos sugeria un empeoramiento en los niveles nutricionales de los grupos de poblacion mas vulnerables. De acuerdo con estos datos, senalamos que la proporcion de personas viviendo por debajo de las lineas de pobreza y entre ellos los que podrian presumirse desnutridos se habria por lo menos mantenido con respecto a la poblacion total entre 1980 y 1986. En terminos absolutos esta presuncion implicaba un aumento de al menos 20 y 10 millones en el numero de "pobres" y desnutridos durante ese periodo, los que habrian alcanzado 150 y 65 millones respectivamente en 1986. La informacion disponible para 1986 senalan que en algunos paises hubo una mejoria en los indicadores economicos, aunque la region en su conjunto aun se encuentra por debajo de los niveles de 1980. La disponibilidad de calorias por habitantes, ademas, se mantenia para el trienio 1983/5 en el mismo nivel que a principios de la decada. El mantenimiento, en lineas generales, de la situacion del ano pasado implica que aun cuando el conjunto de programas alimentarios que actualmente en marcha debe haber moderado el impacto nutricional de la crisis economica, el numero de personas desnutridas todavia sigue creciendo. Una revision de las estimaciones de FAO sobre la situacion en el trienio 1983/5, publicada a principios de 1987, confirman esta impresion, aunque por otro lado sugiere que la proporcion de "desnutridos" en la poblacion total puede haber disminuido levemente con respecto a 1979/81. En este contexto, los gobiernos de la region han otorgado un impulso creciente al desarrollo de programas alimentarios. La segunda seccion de este informe, analizar nuevamente las distintas modalidades utilizadas a este fin, clasificadas como (a) subsidios generales para reducir el precio de alimentos, con o sin costos presupuestario directo; (b) intervenciones en la comercializacion; (c) distribucion de alimentos a grupos especificos sea la poblacion materno infantil, escolares, o familias; (d) alimentos por trabajo y, (e) apoyo a la produccion para autoconsumo. Pudo constatarse que durante el ultimo ano disminuyo la aplicacion de subsidios generales en la region, en favor de programas dirigidos a grupos de poblacion carenciada ... (AU).
