A gestão ambiental pública brasileira está passando por um processo de revisão da concepção tradicional de gestão centralizada e tecnocrática. Se até pouco tempo atrás as palavras de ordem eram "preservação", isolamento de áreas naturais", "gestão por experts" ..., hoje em dia podemos constatar um discurso crescente que visa conciliar a conservação dos recursos naturais com a promoção de estratégias alternativas de desenvolvimento socioambiental. Este novo discurso adota como uma de suas políticas a criação de Unidades de Conservação de Uso Sustentável, com comunidades inseridas em seus limites territoriais e participando diretamente do esforço de gestão por meio de novos arranjos institucionais. Nesse contexto em transformação, a dissertação objetivou refletir a respeito desta nova dinâmica de gestão ambiental pública, oferecendo uma avaliação da constituição de processos participativos em Unidades de Conservação. Mais especificamente, o foco da pesquisa foi centrado na análise da relação entre a implantação do novo arranjo institucional #conselho gestor# e os padrões de interação estabelecidos entre os diferentes atores envolvidos na gestão das Áreas de Proteção Ambiental (APAs). O enfoque analítico foi baseado na teoria dos modos de apropriação e gestão de recursos naturais de uso comum, complementado por contribuições recentes advindas das pesquisas na sociologia política sobre o fenômeno da #participação#. Do ponto de vista metodológico, foi elaborada uma matriz de análise de processos participativos em Unidades de Conservação. Ela permitiu: (1) uma avaliação, pela perspectiva dos gestores, da atual situação dos conselhos das 31 APAs Federais existentes; e (2) um diagnóstico das potencialidades, dos obstáculos e das estratégias acerca dos conselhos gestores da APA da Baleia Franca (SC) e da APA de Guaraqueçaba (PR), a partir de depoimentos concedidos pelos conselheiros. A pesquisa evidenciou que, tanto para os gestores (funcionários do Ibama/ICMBio), como para os integrantes dos conselhos, a criação desses espaços de participação representa um importante vetor de fomento de relações interinstitucionais e de parcerias. Além disso, possibilita um maior envolvimento comunitário e contribui para o aumento da transparência e da legitimidade dos processos de gestão de Unidades de Conservação. Porém, ainda na opinião dos gestores e conselheiros, esses novos arranjos institucionais vêm se mostrando pouco efetivos quanto à mediação e resolução de problemas concretos das populações e quanto à promoção de mudanças nas dinâmicas de desenvolvimento local/territorial. A partir do levantamento dos principais avanços e obstáculos que vêm sendo detectados, a pesquisa concentrou-se em buscar subsídios para o aprimoramento dos conselhos gestores e em refletir acerca da viabilidade de sistemas de co-gestão de recursos de uso comum no atual contexto do sistema político ambiental brasileiro. The Brazilian public environmental policy is experiencing a reviewing process from its centralized and technocratic traditional concepts. If recently key words were "preservation", "nature isolation", "expert management" and so on, nowadays we have seen a growing discourse that seeks to connect natural resource conservation and the promotion of alternative strategies of social development. This new approach adopts as one of its policies the establishment of Sustainable Protected Areas, with communities living in its boundaries, and participating directly on the effort of its management, through new institutional arrangements. In this changing context, the essay aimed to reflect regarding this new momentum of public environmental management, offering an assessment of the constitution of participatory processes in protected areas. Specifically, this research focused on analyzing the relationship between the implementation of the new institutional arrangement, named #Protected Area Management Council#, and the patterns of interaction established among the different stakeholders engaged in the management of the Environmental Protection Areas (EPAs). The analytical approach was based on the Commons Theory, supplemented by contributions provided by recent researches on political sociology over the phenomenon of #participation#. In terms of methodology, an analytical framework was designed to analyze participatory processes at protected areas. It allowed: (1) an evaluation of current state of the Management Councils of the thirty one existing federal EPAs, from the perspective of the professional managers, and (2) a diagnosis of the potentialities, obstacles and strategies concerning the Management Councils of both Baleia Franca (SC) and Guaraqueçaba (PR) EPAs, based on testimony given by the council members. The research points out that, as much for professional managers (public servants of Ibama/ICMBio), as well as for councilors, the creation of institutionalized forums of social participation represents an important vector for the promotion of inter-institutional relations and partnerships. Moreover, permits a greater community involvement and contributes to increase the transparency and the legitimacy of management processes in protected areas. However, still in their opinion, these new arrangements have been showing little effectiveness on mediation and resolution of concrete people problems, and on promotion of real changes in local/territorial development dynamics. From the survey of the main advances and obstacles that are been identified, this research focus in searching for strategies to improve the Management Councils, as well as to reflect on the feasibility of co-management systems of common-pool resources at current context of the Brazilian environmental policy.
