The freshwater system of the world is undergoing continuous natural changes in terms of quality, quantity and morphology. These changes are further accelerated due to increasing human exploitation of water resources caused by increasing population pressure demanding more water for several uses such as irrigation, drinking water, hydropower, and others. Environmental degradation has further increased pressure on water resources. In many areas increased demand for use of water resources has resulted into increased water use conflicts between water user groups and among various sectors: irrigated agriculture, tourism, industry, drinking water supply and new development projects. Increased competition for water resources among and within sectors has necessitated the need for an integrated approach in the management of water resources at basin level.

This book highlights the role that both infrastructure and governance play in the context of resilience and adaptation to climate variability and change. Eleven case studies analyze in-depth impacts of extreme events in projects, basins and regions in the Arid Americas (Unites States and Mexico), Australia, Brazil, China, Egypt, France, Nepal, Mexico, Pakistan, Turkey and South Africa. They discuss the importance of infrastructure (mainly reservoirs) in adaptation strategies, how planning and management aspects should improve in response to changing climatic, economic, social and environmental situations and what the management, institutional and financial challenges would be for their implementation. Governance aspects (policies, institutions and decision making) and technical and knowledge limitations are a substantial part of the analyses. The case studies argue that reservoirs are essential to build resilience contributing to adaptation to climate variability and change. Since its establishment as a policy research institute in 1990, the Institute for In- grated Development Studies (IIDS) has been engaged in promoting public awa- ness and understanding of issues of national importance by undertaking studies and research on contemporary themes. It has been disseminating findings of its studies to policymakers in the public and private sectors and ultimately to the public at large. Water resources is one of the areas of strong public interest in Nepal. It is cons- ered a potent engine of economic growth. Its optimal use is dependent on, among other things, the cooperation among the riparian countries, especially India and Bangladesh. Water resources development is one of the subjects in which the Ins- tute has been engaged since its beginning by undertaking studies through national professionals and joint studies on the water resources of the Ganges, Brahmaputra and Meghna river basins with policy research institutes from India and Bangladesh. In order to help policymakers to develop long-term perspectives of the need for cooperation for optimal use of water available in the tributaries of the Ganges, the Institute was involved in a major track-two exercise for over five years during the 1990s.
