This book examines how business, the social sciences, science and technology will impact the future of ASEAN. Following the ASEAN VISION 2020, it analyses the issues faced by ASEAN countries, which are diverse, while also positioning ASEAN as a competitive entity through partnerships. On the 30th anniversary of ASEAN, all ASEAN leaders agreed to the establishment of the ASEAN VISION 2020, which delineates the formation of a peaceful, stable and dynamically developed region while maintaining a community of caring societies in Malaysia, Indonesia, Singapore, Brunei, Vietnam, Thailand, the Philippines, Myanmar, Laos and Cambodia. The Second International Conference on the Future of ASEAN (ICoFA) 2017 was organised by the Office of Academic Affairs, Universiti Teknologi MARA Perlis, to promote more comprehensive integration among ASEAN members. ASEAN countries are diverse, with GDP per capita ranging from about USD1,297 in Myanmar, a lower-middle income country, to USD64,041 in Singapore, a high-income advanced economy (World Economic Outlook Database, IMF, April 2019). ASEAN marked its 50th anniversary in 2017 with relatively successful and prosperous development in five decades, with establishment of the ASEAN Economic Community in 2015 as one the key milestones as well as the achievements of Millennium Development Goals 2015. Building on the past successes via Millennium Development Goals 2015, especially in areas such as poverty eradication, better health outcomes and quality education, ASEAN countries are poised to make a more inclusive progress towards the newly adopted development agenda of Sustainable Development Goals 2030 (SDG 2030), which cover a wider set of interlinked development objectives under its 17 goals. The economic dynamism of the ASEAN region on the back of its strong income growth, continuous structural transformation and infrastructure improvements is expected to support sustainable development in the region. From the IMF Report (September 2018), most ASEAN countries, with their continued income growth and strong policy efforts, are on track to eradicate absolute poverty by 2030, while some of these countries are already doing well in terms of gender equality. Similarly, improvement in universal primary education completion is one of the key progress areas made by the majority of ASEAN countries. Despite these achievements, challenges persist, hence, we need to ensure a more inclusive and environmentally sustainable development in the region. Income inequality remains relatively high in several countries, and the shift towards manufacturing has strained environmental sustainability in the region. Furthermore, the other remaining development challenges call for a more comprehensive and integrated approach via the intra-ASEAN initiatives.

Election interference is one of the most widely discussed international phenomena of the last five years. Russian covert interference in the 2016 U.S. Presidential Election elevated the topic into a national priority, but that experience was far from an isolated one. Evidence of election interference by foreign states or their proxies has become a regular feature of national elections and is likely to get worse in the near future. Information and communication technologies afford those who would interfere with new tools that can operate in ways previously unimaginable: Twitter bots, Facebook advertisements, closed social media platforms, algorithms that prioritize extreme views, disinformation, misinformation, and malware that steals secret campaign communications. Defending Democracies examines the problem through an interdisciplinary lens and focuses on: (i) defining the problem of foreign election interference, (ii) exploring the solutions that international law might bring to bear, and (iii) considering alternative regulatory frameworks for understanding and addressing the problem. The result is a deeply urgent examination of an old problem on social media steroids, one that implicates the most central institution of liberal democracy: elections. The volume seeks to bring domestic and international perspectives on elections and election law into conversation with other disciplinary frameworks, escaping the typical biases of lawyers who prefer international legal solutions for issues of international relations. Given the popularity of drones and the fact that they are easy and cheap to buy, it is generally expected that the ubiquity of drones will significantly increase within the next few years. This raises questions as to what is technologically feasible (now and in the future), what is acceptable from an ethical point of view and what is allowed from a legal point of view. Drone technology is to some extent already available and to some extent still in development. The aim and scope of this book is to map the opportunities and threats associated with the use of drones and to discuss the ethical and legal issues of the use of drones. This book provides an overview of current drone technologies and applications and of what to expect in the next few years. The question of how to regulate the use of drones in the future is addressed, by considering conditions and contents of future drone legislation and by analyzing issues surrounding privacy and safeguards that can be taken.
