This is the first joint working conference between the IFIP Working Groups 11. 1 and 11. 5. We hope this joint conference will promote collaboration among researchers who focus on the security management issues and those who are interested in integrity and control of information systems. Indeed, as management at any level may be increasingly held answerable for the reliable and secure operation of the information systems and services in their respective organizations in the same manner as they are for financial aspects of the enterprise, there is an increasing need for ensuring proper standards of integrity and control in information systems in order to ensure that data, software and, ultimately, the business processes are complete, adequate and valid for intended functionality and expectations of the owner (i. e. the user organization). These proceedings contain the papers selected for presentation at the 23rd Inter- tional Information Security Conference (SEC 2008), co-located with IFIP World Computer Congress (WCC 2008), September 8–10, 2008 in Milan, Italy. In - sponse to the call for papers, 143 papers were submitted to the conference. All - pers were evaluated on the basis of their signi?cance, novelty,and technical quality, and reviewed by at least three members of the program committee. Reviewing was blind meaning that the authors were not told which committee members reviewed which papers. The program committee meeting was held electronically, holding - tensive discussion over a period of three weeks. Of the papers submitted, 42 full papers and 11 short papers were selected for presentation at the conference. A conference like this just does not happen; it depends on the volunteer efforts of a host of individuals. There is a long list of people who volunteered their time and energy to put together the conference and who deserve acknowledgment. We thank all members of the program committee and the external reviewers for their hard work in the paper evaluation. Due to the large number of submissions, p- gram committee members were required to complete their reviews in a short time frame. We are especially thankful to them for the commitment they showed with their active participation in the electronic discussion.

It was a special honour and privilege to chair the Program Committee and prepare the proceedings for this conf- ence, which is the 25th in a series of well-established international conferences on security and privacy organized annually by Technical Committee 11 (TC-11) of IFIP. Moreover, in 2010 it is part of the IFIP World Computer Congress 2010 celebrating both the Golden Jubilee of IFIP (founded in 1960) and the Silver Jubilee of the SEC conference in the exciting city of Brisbane, Australia, during September 20–23. The call for papers went out with the challenging motto of “Security & Privacy Silver Linings in the Cloud” building a bridge between the long standing issues of security and privacy and the most recent developments in information and commu- cation technology. It attracted 102 submissions. All of them were evaluated on the basis of their significance, novelty, and technical quality by at least five member of the Program Committee. The Program Committee meeting was held electronically over a period of a week. Of the papers submitted, 25 were selected for presentation at the conference; the acceptance rate was therefore as low as 24. 5% making SEC 2010 a highly competitive forum. One of those 25 submissions could unfortunately not be included in the proceedings, as none of its authors registered in time to present the paper at the conference.
