B., it is my pleasing duty to congratulate you upon the flourishing condition in which the organization will be found--a condition that eminently fits it for the accomplishment of the great work for which it was designed, and of which the measures necessary for its completion will occupy your deliberations during the present session. The assembling of your honorable body has been postponed to this late date, in accordance with a special resolution to that effect, adopted by the Congress which assembled at Cleveland, in September, 1867, because your officers, to whom was entrusted the carrying out of the details of the programme there determined on, felt that, as far as the Irish people here were concerned, enough had been done in the way of legislation in the past; that as the duty of the Irish National element was so plain, and experience had taught that there was but one policy that could lead to Irish liberty, they should not again call upon the representatives of the organization to assemble in council, un i til they should be in a position to show them that all had been done that could be accomplished by men holding the position they occupied, and entrusted with the means at their disposal; that the long wished-for goal was in sight; and that it now only remained for those delegated with authority direct from the people to confirm and complete that work, and, with a full knowledge of all the circumstances and surroundings, to issue the fiat that shall warrant honest, patriotic men in making themselves, and demanding from others, those efforts and sacrifices that can alone secure the..
