L'un des phenomenes majeurs de vingt dernieres annees en Afrique a ete et reste la naissances des quartiers peripheriques dans les villes a cause des pratiques foncieres. En fait, on releve un decalage entre les lois foncieres et les pratiques foncieres. Par le sujet tel qu'il est presente, nous avons voulu montrer d'une part qu'il y a une logique culturelle qui fait que les chefs coutumiers, chefs de terre se sentent justifies dans leurs actions qui consistent a se reapproprier les terres de "leurs ancetres" qui avaient ete "confisquees" par l'etat colonial et post-colonial. Et d'autre part, une logique politique et institutionnelle qui fait que l'etat en tant que garant de l'unite et de l'ordre a l'echelle nationale marque sa presence en nationalisant les terres. Elles sont devenues par le fait meme "proprietes exclusives, inalienables et imprescriptibles" de l'etat. Notons que l'enjeu culturel, politique et institutionnel, par le jeu de dependance, montre que l'etat n'a pas le monopole foncier. Nous avons donc conclu que, a l'echelle nationale les institutions devraient etre respectees et les lois foncieres et appliquees integralement mais que dans leur conception l'etat puisse tenir compte des situations reelles a l'echelle locale.

The Democratic Republic of Congo (DRC) has been widely derided as a failed state, unable to meet the basic needs of its citizens. The concept of 'hybridity' is often still poorly theorized and problematically applied by peace and development scholars and researchers of resource governance. This book turns to a particular ethnographic reading of Michel Foucault's Governmentality and investigates its usefulness to study precisely those mechanisms, processes and practices that hybridity once promised to clarify. Claim-making to land and authority in a post-conflict environment is the empirical grist supporting this exploration of governmentality. Specifically in the periphery of Bukavu. This focus is relevant as urban land is increasingly becoming scarce in rapidly expanding cities of eastern Congo, primarily due to internal rural-to-urban migration as a result of regional insecurity. The governance of urban land is also important analytically as land governance and state authority in Africa are believed to be closely linked and co-evolve. An ethnographic reading of governmentality enables researchers to study hybridization without biasing analysis towards hierarchical dualities. Additionally, a better understanding of hybridization in the claim-making practices may contribute to improved government intervention and development assistance in Bukavu and elsewhere.

This book resituates the ghost story as a matter of literary hospitality and as part of a vital prehistory of modernism, seeing it not as a quaint neo-gothic ornament, but as a powerful literary response to the technological and psychological disturbances that marked the end of the Victorian era. Linking little-studied authors like M. R. James and May Sinclair to such canonical figures as Dickens, Henry James, Woolf, and Joyce, Thurston argues that the literary ghost should be seen as no mere relic of gothic style but as a portal of discovery, an opening onto the central modernist problem of how to write 'life itself.' Ghost stories are split between an ironic, often parodic reference to Gothic style and an evocation of 'life itself, ' an implicit repudiation of all literary style. Reading the ghost story as both a guest and a host story, this book traces the ghost as a disruptive figure in the 'hospitable' space of narrative from Maturin, Poe and Dickens to the fin de siècle, and then on into the twentieth century.
