Since the collapse of apartheid, there have been major increases in migration flows within, to and from the Southern African region. Cross-border movements are at an all-time high across the region and internal migration is at record levels. The implications of greater mobility for areas of origin and destination have not been systematically explored. Migration is most often seen as a negative phenomenon, a result of increased poverty and the failure of development. More recently, the positive relationship between migration and development has been emphasised by agencies such as the Global Commission on International Migration, the Global Forum on Migration and Development, the United Nations Development Programme and the African Union. The chapters in this publication are all based on primary research and examine various facets of the relationship between migration, poverty and development, including issues that are often ignored in the migration-development debate like migration and food security and migration and vulnerability to HIV. The book argues that the development and poverty reduction potential of migration is being hindered by national policies that fail to recognise and build on the positive aspects and potential of migration. As a result, as these studies show, migrants are often pushed to the margins where they are forced to "survive on the move". Their treatment violates labour laws and basic human rights and compromises the potential of migration as a means to create sustainable livelihoods, reduce poverty and food insecurity, mitigate the brain drain and promote the productive use of remittances. This book shows that migrant lives and livelihoods should be at the centre of international and African debates about migration, poverty and development.

Poverty has long been a developmental challenge in the Global South in general and in sub-Saharan Africa in particular. With a fifth, mainly from the rural areas of the world, living below the poverty datum line, the world has a huge challenge to reduce poverty, worse still to eradicate it from the face of the earth. A target was set through the 2000-2015 United Nations (UN) Millennium Development Goals (MDGs) and subsequently through the Sustainable Development Goals (SDGs), to reduce poverty by at least half by the years 2015 and 2030 respectively. In pursuing this goal, livelihoods of poor people though meeting with serious challenges, especially in rural areas, play a major role. This book explores the role played by people-centred Public Works Programmes in the fight against poverty and the development of rural communities in Africa. Whereas a number of countries in Africa have been approaching the issue of poverty through several interventions including Public Works Schemes, it is sad to note that poverty still tops the rankings among numerous economic and social challenges facing the continent. One wonders whether the public works strategy is misguided, misconstrued or mismanaged considering that its main objective is to make the unemployed more employable through the provision of temporary employment and training opportunities. The book concludes that Public Works Programmes, if well managed and people-centred, are one of the best ways to alleviate and even eradicate poverty in rural Africa, as it allows governments to make partnership with people, and facilitates implementation while giving space for economic self-sustenance, growth and development.

South Africa has signed the Sustainable Development Goals (SDGs) and placed poverty and inequality reduction at the forefront of its National Development Plan. This study links a nonparametric income distribution (micro) simulation model and an economywide general equilibrium (macro) model to define the milestones South Africa must meet to halve poverty and end hunger by 2030 as targeted by the SDGs. The current economic growth of 2.0 percent on average annually must be accelerated to 4.5 percent between 2015 and 2030 to achieve the SDGs on poverty and hunger. Although an income growth strategy is important to reduce hunger, an income redistribution strategy of expanding social assistance to cover 10 percent of the population—that is, nearly 7 million persons—appears to be a key to ending hunger by 2030. Rural areas should be targeted for intervention to reduce income inequality. Skilled and high-skilled labor markets offer better employment and earning opportunities in these geographic areas than do the markets for other skill levels. Thus, skill development programs in these areas are likely to contribute to meeting the SDGs on poverty and hunger by 2030.

This book provides a critical analysis of the feasibility and impact of a universal basic income grant for South Africans, which has been discussed extensively in parliament and the media for the past two years. The authors assess how comprehensive social security reform, including a universal grant, will impact on the severe inequality in the country and promote economic growth and employment. Their research reveals that it is affordable, and they argue that it would reduce the criminality that is associated with poverty and inequality. The implications for women and children and for the black majority would be considerable. At the Presidential Jobs Summit in 1998 COSATU negotiated an agreement with the government to investigate a universal social grant for all South Africans -- the Basic Income Grant. Government policy-makers, civil society stakeholders and South African and international thinkers recognised the merit of addressing the problem of poverty directly and efficiently. In March 2002 the South African government's Committee of Inquiry into Comprehensive Social Security completed its evaluation of policy options for addressing the severe levels of poverty afflicting the country. Accepting the findings of research commissioned from the Economic Policy Research Institute, the Committee's report stated that the Basic Income Grant has the potential, more than any other possible social protection intervention, to reduce poverty and promote human development and sustainable livelihoods'. This book provides an accessible collection of the current research on the issue, with chapters by both proponents and critics of the Basic Income Grant. Some of the issues discussed include: How can the grant be financed? In what ways will the grant promote job creation, economic growth and social development? And will the government demonstrate the political will to implement what is likely to be the single most effective policy for reducing poverty and eradicating destitution?
