Barbara-Rose Collins (chair of the subcommittee) presiding. Members present: Representative Collins. Miss Collins. The Subcommittee on Postal Operations and Services, hearing on postage meter fraud, will now come to order. Postmaster General, it is really a pleasure to see you here this morning. Mr. Runyon. Thank you. Miss Collins. Thank you all for joining us today. The hearing this morning will focus on the announcement by Postmaster General Runyon, that the Postal Service is losing $100 million annually to postage meter tampering fraud. There are approximately 1.4 million postage meters in service throughout the country. These devices, which should be tamper proof, are licensed by the Postal Service and manufactured primarily by the four companies who were invited to be here today. Since postage meters generate 40 percent, about $18 billion, of the Postal Service's $48 billion annual revenues, the Postal Service, while addressing the need to accommodate postal customers, must ensure the safeguard and protection of those revenues. However, there are numerous questions that must be addressed. Hopefully, today, with the assistance of the Postmaster General and the postage meter manufacturers, we will be able to adequately identify the causes for these massive losses and determine the appropriate solutions to eliminate this costly offense against the U.S. Postal Service and, ultimately, the taxpayers. Postage meter tampering must be stopped. We in Congress, and especially this subcommittee, intend to see that it does. I really look forward to your testimony.
