The problem of militarism and militarization in contemporary society has been inadequately researched despite frequent use of the terms in our everyday language. Martin Shaw has recently addressed the issue by presenting the notion of 'post-military society'. A basic assumption of the post-military society hypothesis is that there have been contradictory 'dual' developments in society since 1945 in relation to militarism: enhancement of military build-up and demilitarization of (mass) society. The study focuses on two important factors: transformation of armed forces and militarism in post- war society is focused. A model of the 'militarization-militarism' process is proposed to establish reliable criteria to investigate the problem. The main characteristics of military society are also explored to grasp significant changes in the post-war period that put modern armed forces in the crisis of legitimacy and turned nationalistic mass militarism into shallow modern militarism. Although international tensions generated by the Cold War have warranted the pre-eminent position of the military establishment, society has gradually edged toward demilitarization in the absence of major wars. This trend has been manifested in the decline of the mass army and the rise of the peace movement. However, there are limitations. The scope of the hypothesis is confined to societies of the developed countries. The lack of theoretical clarification on the relationship between democracy and militarism causes some difficulties in dealing with some non-Western societies. The latter are highlighted through the case study of contemporary Japanese society. Yet, new movements prompted by the end of the Cold War suggest that society is moving in the direction of post-militarism.

With the collapse of the Cold War following the Eastern European revolutions and the ongoing democratization of the Soviet republics, optimism about peace has transformed the international political climate. Incidents such as the Gulf War, however, have tempered this optimism and cast doubts on the prospects for demilitarization. In this book, Martin Shaw examines some of the developments that lie behind the recent momentous changes and argues that, despite the Gulf War and other regional wars, militarism is in decisive retreat. Writing from a broadly sociological perspective, Shaw examines the roles of war and military institutions in human society and the ways in which preoccupation with war has affected domestic, regional, and international politics in the twentieth century. In doing so, he asks: When does the post-war era end? How have nuclear weapons altered the perception of war by society? What is the relationship between industrialism and militarism? The author contends that, despite the militarism of some Third World countries, societies in the advanced industrial world (especially in Europe) have been undergoing a profound demilitarization. These societies have become politically insulated from war preparation, have recognized the effect of social movements on inter-state relations, and are experiencing a "revolution of rising expectations." Offering evidence of "post-military citizenship," Shaw describes the increasing resistance to military conscription throughout the Western world, the replacement of blind obedience with demands for accountability in Eastern bloc countries, and the simultaneous rise of nationalism and communitarianism among Common Market members. And, in light of the collapse of Stalinist militarism in Europe and the USSR, Shaw suggests some of the changes that face Soviet society.

This book explores contemporary civil-military relations in the United States. Much of the canonical literature on civil-military relations was either written during or references the Cold War, while other major research focuses on the post-Cold War era, or the first decade of the twenty-first century. A great deal has changed since then. This book considers the implications for civil-military relations of many of these changes.
