If 'prevention is better than cure', why isn't policy more preventive? Policymakers only have the ability to pay attention to, and influence, a tiny proportion of their responsibilities, and they engage in a policymaking environment of which they have limited understanding and even less control. This simple insight helps explain the gap between stated policymaker expectations and actual policy outcomes. Why Isn't Government Policy more Preventive? uses these insights to produce new empirical studies of 'wicked' problems with practical lessons. The authors find that the UK and Scottish governments both use a simple idiom - prevention is better than cure - to sell a package of profound changes to policy and policymaking. Taken at face value, this focus on 'prevention' policy seems like an idea 'whose time has come'. Yet, 'prevention' is too ambiguous until governments give it meaning. No government has found a way to turn this vague aim into a set of detailed, consistent, and defendable policies. This book examines what happens when governments make commitments without knowing how to deliver them. It compares their policymaking contexts, roles and responsibilities, policy styles, language, commitments, and outcomes in several cross-cutting policy areas (including health, families, justice, and employability) to make sense of their experiences. The book uses multiple insights from policy theory to help research and analyse the results. The results help policymakers reflect on how to avoid a cycle of optimism and despair when trying to solve problems that their predecessors did not.

The Assembly's main job is to hold the Mayor to account. But he can appoint Assembly Members to his cabinet while they continue to sit in the Assembly. The Report asks how the public are supposed to disentangle a situation in which an Assembly Member can hold the executive to account in one area while working on behalf of the executive in another. As a further example of inconsistency, the Report questions why Assembly Members can sit on some GLA London-wide executive bodies but not others. For example, eight Assembly Members can sit on the London Fire and Emergency Planning Authority but no Assembly Member is entitled to join the Mayor's Office for Policing and Crime. The Mayor must be held to account for the substantial powers invested in him and the London Assembly is the right vehicle to do this, but not in its current form. The Report recommends that the Assembly should be given the power to: call in mayoral decisions; amend the Mayor's capital budgets as it can his revenue budgets; reject the Mayor's Police and Crime Plan on the same basis as it can other mayoral strategies; review and, if necessary, reject the Mayor's appointment of any Deputy Mayor. In addition Assembly members who join the Mayor's cabinet or sit on GLA boards should be required to give up their Assembly membership and the London Fire and Emergency Planning Authority should be reconstituted along the lines of the Mayor's Office for Policing and Crime

The Statistics and Registration Service Act 2007 received Royal Assent on 26 July 2007 and introduced substantial reforms to the official statistical system across the whole of the UK and setting it in statute for the first time. The major stakeholders were consulted on the effectiveness of the Act and overall they felt the Act is meeting its original aims and objectives. There were some areas where it was felt further reforms could strengthen the Act's aims. These include: considering the case for widening the data sharing powers in the Act; managing and where possible minimising the costs incurred by the producers of official statistics in complying with the Code of practice; whether more needs to be done to distinguish official statistics from those that are not; whether more needs to be done to strengthen the internal separation between the statistics producer and regulator roles of the UK Statistics Authority; and how to further raise the profile of the Authority.

In 2004, the Government announced 110 Public Service Agreement (PSA) targets for 17 Departments covering the period 2005-08. PSA targets express the priority outcomes that Departments are seeking to achieve nationally and internationally, and cover key aspects of the Government's social, economic and environmental policy. Large sums of public money are devoted to the programmes designed to deliver them. This NAO report summarises the results of its examination of the data systems used by twelve government departments to monitor and report progress against their 2005-08 PSA targets, covering a total of 237 data systems. Overall Departments have successfully taken steps to improve the quality of their data systems. There are still improvements that can be made to increase the relevance and reliability of data used in the reporting process. The NAO makes a number of recommendations on specification of data systems, their operation, and the reporting of data.
