Field work recently carried out in five sub-Saharan Africa (Ghana, Kenya, Mali, Tanzania and Uganda) indicates that post-harvest fish losses in small-scale fisheries occur at all stages in the fish supply chain from capture to consumer. This technical paper, as support to the framework of the regional post-harvest loss assessment (PHLA) programme in small-scale fisheries in Africa aimed at improving the utilisation, safety and quality of fishery products, presents the findings, lessons learned and key achievements of the field studies. The paper underlines the need for governments and development agencies to ensure that changes in post-harvest fisheries-related policy and practices take stock of the loss assessment tools, information generated and experience of the programme and recommends that fish loss assessments should be incorporated into national data collection systems and used to regularly inform policy.

This document contains the report of the of fish loss assessment case studies conducted within the framework of the FAO Save Food Programme and coordinated by the Fish Products, Trade and Marketing Branch (FIAM). Following the capacity development workshop of national loss assessment team members, held in Jakarta, Indonesia from 29-30 September 2014, four post-harvest fish loss assessment studies were conducted between October 2014 and September 2015. Muara Angke was the first case study, which combined capacity building of the research team with application of the loss assessment process to familiarize with the tools that were subsequently applied to wider fishing locations in Java: gillnet fisheries in Tegal, Central Java; gillnet fisheries Gunung Kidul, Yogyakarta, and small pelagic processed fish in Brondong, East Java.

Food losses are a major concern and occur in most fish distribution chains worldwide. Not only do losses constitute lost income to fishers, processors, and traders, but they also contribute to food insecurity. Progress has been made in identifying the direct causes of fish losses and quantifying the magnitude of the loss. However, loss reduction strategies have tended to focus on technological solutions and hence have overlooked the relevance of socio-economic factors, including gender relations, that influence the functioning of the fisheries value chain. This document provides guidance on integrating gender concerns into food loss interventions within the fish value chains. It describes the different steps to understand the key components of a gender-sensitive food loss value chain analysis. In particular, it recommends highlighting the dynamics and factors that influence women’s and men’s natural social disposition and participation in fisheries activities according to dominant assigned gender roles.
