This Volume XIV analyses the New Growth and Poverty Alleviation Strategies for Africa. Institutional issues and perspectives in designing new growth and poverty alleviation strategies are considered in various case studies (Cote d'Ivoire, Nigeria, Botswana and Tanzania). Other studies deal with institutional problems of resource-rich countries after conflict (Sudan), and with the institutions to enhance environmental protection parallel with economic growth and poverty reduction (Niger). Further studies deal with institutions to bridge the gap between formal and informal entrepreneurial sectors in Kenya and Tanzania. Local issues and perspectives for designing new growth and poverty alleviation strategies are considered in case studies on rural-urban development gaps in Tanzania, and on microfinance as an instrument for new growth and poverty alleviation strategies (Tanzania and Eritrea). A study on small farmers in Ghana provides information on the role they can play in value chains. Two studies on Nigeria highlight the local and the sub-regional health and poverty alleviation programmes and the relation to growth. Book Reviews and Book Notes on the theme are part of the volume. This Volume builds the foundation for a comprehensive strategy of policy reforms in Africa so as to integrate new growth and poverty alleviation strategies. " This monograph describes how a failed state in 2030 may impact the United States and the global economy. It also identifies critical capabilities and technologies the US Air Force should have to respond to a failed state, especially one of vital interest to the United States and one on the cusp of a civil war. Nation-states can fail for a myriad of reasons: cultural or religious conflict, a broken social contract between the government and the governed, a catastrophic natural disaster, financial collapse, war and so forth. Nigeria with its vast oil wealth, large population, and strategic position in Africa and the global economy can, if it fails disproportionately affect the United States and the global economy. Nigeria, like many nations in Africa, gained independence from the United Kingdom in 1960. It is the most populous country in Africa and will have nearly 250 million people by 2030. In its relatively short modern history, Nigeria has survived five military coups as well as separatist and religious wars, is mired in an active armed insurgency, is suffering from disastrous ecological conditions in its Niger Delta region, and is fighting one of the modern world's worst legacies of political and economic corruption. A nation with more than 350 ethnic groups, 250 languages, and three distinct religious affiliations--Christian, Islamic, and animist Nigeria's 135 million people today are anything but homogenous. Of Nigeria's 36 states, 12 are Islamic and under the strong and growing influence of the Sokoto caliphate. While religious and ethnic violence are commonplace, the federal government has managed to strike a tenuous balance among the disparate religious and ethnic factions. This working paper gives an overview of Qualitative Comparative Analysis (QCA), a method that enables systematic cross-case comparison of an intermediate number of case studies. It presents an overview of QCA and detailed descriptions of different versions of the method. Based on the experience applying QCA to CIFOR’s Global Comparative Study on REDD+, the paper shows how QCA can help produce parsimonious and stringent research results from a multitude of in-depth case studies developed by numerous researchers. QCA can be used as a structuring tool that allows researchers to share understanding and produce coherent data, as well as a tool for making inferences usable for policy advice. REDD+ is still a young policy domain, and it is a very dynamic one. Currently, the benefits of QCA result mainly from the fact that it helps researchers to organize the evidence generated. However, with further and more differentiated case knowledge, and more countries achieving desired outcomes, QCA has the potential to deliver robust analysis that allows the provision of information, guidance and recommendations to ensure carbon-effective, cost-efficient and equitable REDD+ policy design and implementation
