Excerpt from Popular Government, Vol. 12: June 1966 A persistent question which confr'onts most work _re lease jurisdictions is whether _separate facilities should be provided for work release prisoners. While positions vary, most advocates of work release would not recommend traditional confinement as serving the purposes of the program. Initially, it was mandatory for prisoners with work release privileges in North Carolina to be quartered apart from prisoners serving regular sentences.23 How ever, the 1961 General Assembly amended g.s. 148 (c) so that the section no longer requires work release inmates to be housed separately from non-work release prisoners.24 The 1961 amendatory act provided that it was its purpose and intent to allow the State Prison Depart ment to determine the extent to which it is necessary and practicable to quarter prisoners with work release privileges apart from Other prisoners. 25 At present, not all the prison units in the State, which house and han dle work release inmates, separate work release from non work release prisoners.26 Although there have been no indications that this has worked to the detriment of either the work release inmates or the non-work release members of the prison population,27 the Prison Department is rap idly moving ahead to convert a number of prison units throughout the State into exclusively work release units. Another question which often is asked is whether work release should be limited to those inmates who are already employed at the time they are sentenced.28 It is argued that while such a policy may tend to include only the best risks, ease administration, and minimize costs it probably excludes those who have the most to gain from a well contrived and well implemented program.29 \while the work release program in North Carolina might favor men who happen to be employed 'at the time of sentencing, it certainly does not discount men who might receive Offers of employment after commitment to prison. The criteria used by the Department in placing prisoners in jobs is: 1) that the job be suitable for the in mate, and 2) that the inmate attempt to select a job in an area closest to his home.31 It is not unusual for an in mate ou work release to remain with his job after he is discharged from prison, unless he happens to be far from his home. Political theory consists in clarification of language and concepts, in description and analysis of institutions and behavior, and in appraisal and evaluation of political events. Hyneman's theory is not one of the behavioral or functional varieties that rely on special language and concepts drawn from other disciplines than political science. It emphasizes a central concern of both conventional and behavioral theory: the distribution of "power," or what proportion of people have influence over what aspects of government. He is also interested in how power is shared, divided, checked, and balanced.The main task of political theory, Hyneman thinks, is clarification of the values served by and sustaining American democracy. This task gives meaning and direction to analysis of the elements of democracy and to empirical research on the processes of democracy. In this sense political science is not "value-free"; it is most useful in pursuit of the implications of basic beliefs and ideals. These beliefs and ideals can be found in historical statements as well as inferred from institutions and behavior.Hyneman's emphasis on popular control, electoral politics, and equality of influence tends to challenge both of the "pluralist" and "ruling elite" schools-though it should be clear that he is not engaged in a scholastic debate. The freedom of his analysis, ranging from specific reference to the professional controversies of his day is one of its strengths and a probable source of originality. He connects it explicitly to the literature of political science at critical points, as it existed when originally published in 1968.
