In keeping with the Canada's Oceans Strategy and the National Policy and Operational Framework, DFO introduced the Beaufort Sea Integrated Management Planning Initiative (BSIMPI) to develop and implement an Integrated Ocean Management Plan for the Beaufort Sea Large Ocean Management Area (LOMA). The multi-year, strategic level plan will provide long-term direction and a common basis for integrated, ecosystem-based and adaptive management of all marine activities. The Canadian Beaufort Sea LOMA has been chosen for the application of integrated ocean management because it contains important living and non-living marine resources, areas of high biological diversity and productivity, and increasing levels of multiple use and competition for space and resources .... The objective of this document is to identify key regulatory frameworks that apply to key ocean use sectors. Areas of regulatory overlap and strategies for future management objectives will be identified. This information can be used by stakeholders with interests and activities in key ocean use sectors to raise their awareness of relevant legislation, key policies and permitting requirements relating to the Beaufort Sea area. Key ocean use sectors are best described as important ocean activities and trends occurring in the Ocean Management Area .... Key ocean use sectors applicable to the Beaufort LOMA are: Culture and Subsistence; Fisheries; Marine Conservation and Protection; Marine Science and Technology; Marine Transportation; Marine Defence; Oil and Gas; and Recreation and Tourism. ... Considerable regulatory overlap currently exists in terms of the environmental assessment process in the Beaufort Sea region, with up to three levels of review existing for proposed projects. ... Navigating the legislation, regulations and agreements governing activities in the Beaufort Sea can be a complex task. When seeking project approvals, permits and licences, there may be multiple federal government departments, territorial government departments and Aboriginal groups to contact .... With each governing body, there may exist unique regulatory processes, and legislated terms and conditions that must be met. For proponents, this can lead to increased costs and an increased risk of regulatory duplication. Where possible, a "single window" regulatory approach should be implemented such that proponents need only contact a single regulatory authority for a given type of approval, e.g. permits and licences for oil and gas exploration and operations, or environmental impact assessments. When a "single window" approach is not possible, it would be recommended that federal authorities participate in the development of guides for the various permitting processes related to activities conducted in the Beaufort Sea. Such guides have been developed for oil and gas exploration for areas throughout Canada with the support from INAC, Natural Resources Canada, provincial governments and industry stakeholders .... There appears to be philosophical agreement among stakeholders on the need to implement an integrated resource management approach for the Beaufort Sea.
