Abstract: The purpose of this study was to conduct an in-depth analysis of the Adoption and Safe Families Act (ASFA) of 1997. ASFA's aim was to decrease the number of children in foster care as well as their duration of stay by promoting permanency via adoption. A review of the scholarly literature is provided to place ASFA within the historical context of foster care and the child welfare system. The results of this study indicate that while the number of adoptions have increased, so have the number of children waiting to be adopted and who continue to linger in care. ASFA has also created unintended consequences for children and families of color and who are in poverty. Limitations to the study as well as implications for social work policy and practice are discussed.

This study evaluated both overt and covert objectives of the time frames set by ASFA. Since the implementation of ASFA, findings have found that more children in foster care have achieved permanency through adoption. There is a quick turnaround of termination of parental rights due to set time frames for reunification. ASFA's goal of permanency by limiting time frames of reunification has created difficulties for parents to reunify with their children; in turn, most children who are not adopted are left to linger in the foster care system. Differences in circumstances of each family and children in foster care should be considered when implementing time frames. These families often need time to resolve the issues that brought them into the child welfare system.

ASFA's goal was to decrease the number of children in foster care and the long lengths of stay children were spending in foster care by promoting permanency via adoption for those children who are unable to reunify with their parents. A modified version of David Gil's model and methodology for social policy analysis was utilized to analyze this legislation. The results of this study revealed that while the number of adoptions increased following the enactment of ASFA, the number of children waiting to be adopted also increased. On average, children who have been legally freed for adoption spend 23.6 months in foster care, waiting to be adopted. ASFA has failed to take into account the underlying issues that many families face, such as mental health, substance abuse, and poverty issues, and their impact on the parents' ability to reunify with their children within the set time frames. Intended and unintended consequences, as well as implications for social work policy and practice, are discussed.

Abstract: The purpose of this thesis was to complete a policy analysis of the Adoptions and Safe Families Act (ASFA) of 1997, a U.S. federal child welfare policy. Such act was analyzed using David Gil's social policy method. The results of this policy analysis reveal that ASFA's intended effects of permanency and shortened time lines for children in out of home care has not been realized, as since the enactment of ASFA, the length of time children remain in foster care has not declined. In addition, since the enactment of ASFA, families have faced greater challenges in reunifying with their children, including inflexible time frames set forth by ASFA, to terminate parental rights. Further, to promote adoption, states are given financial incentives. Implications for social work practice are discussed.

The purpose of this Policy Analysis was to use the Family Impact Theory to investigate whether the Adoption and Safe Family Act (P. L. 105-89) is effective in supporting both children and parents. The research question for this policy analysis paper was does the Adoption and Safe Family Act (P. L. 105-89) support both the parents and children's rights? The author used the Family Impact Analysis by Bogenschneider, Little, Ooms, Benning, and Cadigan (2012) for its methodology to analyze the policy in depth. Results indicate that though the Adoption and Safe Family act does provide supportive services to both children and parents; it does not fully support parental rights. The discussion concludes that family vulnerabilities are not addressed properly and calls for attention in concerns of parental rights being terminated.

Abstract: The purpose of this thesis was to do a policy analysis of the Adoptions and Safe Families Act of 1997 (ASFA). Relative caregivers do not always receive the same representation and funding that licensed, non-relative, foster caregivers receive for caring for children. Although the Adoptions and Safe Families Act of 1997 proposes equal representation of relative caregivers to regular foster parents, many barriers prevent relative caregivers from receiving the same benefits as licensed foster parents. For this reason, a more in-depth analysis of the ASFA was conducted in this project to better understand the need for support and services for relative caregivers and children. This study utilized David Gil's policy analysis framework as a lens to analyze the ASFA.
