"The Soil Conservation Service operates plant materials centers where plan tspecialists assemble, evaluate, select, and release for commercial production plants for specific conservation uses. SCS early recognized the need for plants to stabilize surface mine spoil. Joseph D. Ruffner, who until his retirement in 1974, was a leader in the SCS search for suitable plants.
