Trong đó, hoạt động chiết khấu giấy tờ có giá là một trong những hoạt động đem lại nhiều hiệu quả nhất hiện nay. Mặc dù mới được ghi nhận trong Luật Tổ chức tín dụng 1997 cho tới Luật Tổ chức tín dụng 2010. Tuy nhiên, hình thức này đã thể hiện được những hiệu quả nhất định trong quá trình áp dụng trên thực tế.
