Ending poverty and stabilizing climate change will be two unprecedented global achievements and two major steps toward sustainable development. But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

"The objective of this study is to attempt to characterize the influence and impact of IFPRI in relation to the Mexican PROGRESA/Oportunidades anti-poverty and human resource program with its conditional cash transfers (CCT)—conditional on specific investments in education, health, and nutrition. The paper first describes PROGRESA/Oportunidades and estimates of the impact and benefits-to-costs of this program; then discusses the challenges in assessing the influence and impact of IPRRI on and through PROGRESA/Oportunidades; and then presents the information sources used in this study to attempt to identify the influence and impact of IFPRI on PROGRESA/Oportunidades including interviews with 39 key informants as well as various published and unpublished studies and memos, publications in the popular media and on the internet and press releases and other documents. With this foundation it next explores the apparent influence and impact of IFPRI on PROGRESA/Oportunidades by considering four questions: Was the PROGRESA program design influenced by prior IFPRI research? The State of the World's Land and Water Resources for Food and Agriculture is FAO's first flagship publication on the global status of land and water resources. It is an 'advocacy' report, to be published every three to five years, and targeted at senior level decision makers in agriculture as well as in other sectors. SOLAW is aimed at sensitizing its target audience on the status of land resources at global and regional levels and FAO's viewpoint on appropriate recommendations for policy formulation. SOLAW focuses on these key dimensions of analysis: (i) quantity, quality of land and water resources, (ii) the rate of use and sustainable management of these resources in the context of relevant socio-economic driving factors and concerns, including food security and poverty, and climate change. This is the first time that a global, baseline status report on land and water resources has been made. It is based on several global spatial databases (e.g. land suitability for agriculture, land use and management, land and water degradation and depletion) for which FAO is the world-recognized data source. Topical and emerging issues on land and water are dealt with in an integrated rather than sectoral manner.
