In this informative and highly readable book, first published in 1988, Charles Andrain explores the ways in which public policies and socio-political beliefs and structures cause political change in the Third World. The author examines 3 types of political change: (1) transitions in political leaders and their policies, (2) fundamental transformations in political structures, policy priorities, and political strategies for dealing with policy issues; and (3) the impact of economic, education, and health care policies on the society itself (including changes in unemployment, inflation, economic growth, literacy and birth and death rates). In the first part of the book, Professor Andrain presents a general overview of political change in the Third World, explaining how different models of political systems explain the dynamics of political events in Latin America, Asia, Africa and the Middle East. In the second part of the book, he then applies these models to specific changes in five developing nations: Vietnam, Cuba, Chile, Nigeria and Iran. Although semiotics has, in one guise or another, ftourished uninterruptedly since pre Socratic times in the West, and important semiotic themes have emerged and devel oped independently in both the Brahmanie and Buddhistic traditions, semiotics as an organized undertaking began to 100m only in the 1960s. Workshops materialized, with a perhaps surprising spontaneity, over much ofEurope-Eastern and Western and in North America. Thereafter, others quickly surfaced almost everywhere over the litera te globe. Different places strategically allied themselves with different lega eies, but all had a common thrust: to aim at a general theory of signs, by way of a description of different sign systems, their comparative analysis, and their classifi cation. More or less permanent confederations were forged with the most diverse academic disciplines, and amazingly varied frameworks were devised-suited to the needs of the times and the sites-to carry the work of consolidation forward. Bit by bit, mutually supportive international networks were put together. Today, it can truly be asserted that semiotics has become a global enterprise. This, of course, is far from saying that the map is uniform or even that world-wide homogeneity is in the least desirable. While our conjoint ultimate goal remains steadily in focus, the multiplicity of avenues available for its realization is inherent in the advent ure of the search itself.

Weston Agor’s carefully documented analysis of the organization and workings of the Chilean Senate is the first of its kind and fills a long-standing need in the comparative study of the internal structure of legislative bodies. Making eclectic use of role, power, and exchange theories, Agor bases his discussion on personal interviews with senators and staff as well as on extensive observation of the Senate in action during 1967–1968. He also analyzes in detail relevant documents, committee reports, and floor debates. Focused primarily on the formal decision-making structure within the Senate and on internal norms, both formal and informal, that hold that structure together, Agor’s study fruitfully compares the Chilean Senate with its peers, including the United States Senate, to which it bears surprising resemblance in form and function. Agor examines the role of compromise and informal rules of the game in achieving a majority vote in the Senate, the power of committees and committee presidents, and political party control over Senate members. The influence of the executive, particularly in the passage of executive legislation, and its effect on the Senate’s internal system of checks and balances—both stated and understood—are examined in terms of their effect on the political strength of the Senate. The Chilean Senate, unlike its counterparts in most other “developing countries,” has exercised genuine and effective influence in the national political system. In an epilogue to this study, Agor views events since 1968, including the election of Allende, that affected the future role of the Senate in Chilean politics.
