Performance Based Standards for Heavy Vehicle Regulation : Regulatory Impact Statement on Environmental Requirements
Performance-based standards for heavy vehicle regulation
Performance Based Standards for Heavy Vehicles
Author: Hans Prem
Publisher:
ISBN: 9780642544490
Category : Freight and freightage
Languages : en
Pages : 63
Book Description
The limitations of traditional approaches to the regulation of heavy vehicles on the basis of length, height, width and axle mass are increasingly apparent; constraints on innovation in vehicle design, and risks to road safety, efficient traffic operations and infrastructure. The current incremental approach or "creep" is also a significant concern for the transport industry, as are the limitations to innovation and productivity of an overly prescriptive approach to regulation. The purpose of this work was to collate relevant information on heavy vehicle investigations, in the form of case studies, where a performance-based approach has been used, and to put this information in a format that would be useful to the PBS guidelines. The work was also intended to assist with the determination of standards based on current best practice, and to provide an illustration of fleet performance. Further, performance measures were also identified in the case studies examined that were used as input into a separately commissioned project, set-up under the "Performance Standards" phase of the PBS project, that has documented the field of performance measures. This separate project was undertaken jointly by RoadUser International Pty Ltd and ARRB Transport Research P/L.

Public Policy Transfer
Author: Magdaléna Hadjiisky
Publisher: Edward Elgar Publishing
ISBN: 1785368044
Category : Globalization
Languages : en
Pages : 361
Book Description
Contemporary policy making is deeply influenced by the borrowing, transfer and diffusion of ideas and models from other countries, levels of government and supranational institutions. This is the first book to analyze comparatively the micro-dynamics of transfer across regions, contrasting policy fields, multiple levels of governance, and institutional actors. Grounded in original research by specialists in the field, it provides fresh and arresting insights into competition among transfer agents, resistances, local coalitions, translation, and policy learning. This empirical depth informs a reinvigorated and nuanced theoretical framework on global policy transfer processes.
