This book investigates the important role of local actors in Sierra Leone in helping to foster peace and provide for the needs of vulnerable populations following the end of the civil war. Despite severe economic, political, and in some cases security challenges, local civil society organizations in Sierra Leone have expanded rapidly over the last 20 years, incorporating their local knowledge and traditions into their work to cater to the needs of war- affected populations. However, the preference of international development donors for funneling resources and technical assistance through civil society groups at the expense of central government has also created some resentment and backlash. This book examines this intersection between civil society, donors, and government in Sierra Leone, considering both the relevance of civil society activities, and their limitations, and what this means ultimately for human security in the country. Highlighting the importance of African civil society actors as proactive agents of change, this book will be of interest to researchers and stakeholders across the fields of African peacebuilding, development, and conflict resolution.

Ethno-politicization has been identified as a covert yet pervasive contributing factor in the various outbreaks of violence throughout Sierra Leone's post-independence history. With the latest round of violent conflict having ended in 2002, the government of Sierra Leone in collaboration with local and international partners is presently engaged in peace-building. That being said, institutionalized peace-building has a considerable but imperfect track record of success. Furthermore, the intricate way in which ethno-politicization is woven into the social-political fabric of Sierra Leone is such that, if not effectively treated, it poses a continuing threat to the stability of the nation. Accordingly this thesis examined the extent to which ethno-depoliticization strategies have been directly incorporated into the peace-building framework. This task was accomplished through the development of a five-point definition of ethno-politicization that is based on the institutional instrumentalist theory. The definition provided an analytical framework used in the interpretation of results from a policy audit and field interviews with representatives of the peace-building architects. The research revealed that within the peace-building framework, ethno-politicization is not directly acknowledged as a real and ongoing threat to peace and stability and hence, a prioritized component of the peace-building architecture. However, some of the policy initiatives contained within the peace-building framework will indirectly result in ethno-depoliticization outcomes. These policy initiatives nevertheless require more rigorous and focused implementation and monitoring to be effective. Accordingly, the study recommends (i) the implementation of the recommendations of the Truth and Reconciliation Commission (ii) a constitutional amendment stipulating ethnic quotas for political party leadership and parliamentary candidates; (iii) the strengthening of civil society;(iv) an intensive nation-wide campaign promoting a national identity and; (v) the strengthening of democratic institutions, which also includes making ethnically-inclusive and ethnically impartial practices within public institutions as part of the performance evaluation of senior public servants.

A fundamental challenge plagues the global peacebuilding community. How can technocratic approaches to peacebuilding that are rooted in short-term, project-based execution of activities, further the longer-term transformative outcomes like altering young people's attitudes and beliefs about peace and violence? In response to this global challenge, in Peacebuilding Legacy, Sukanya Podder analyzes the long-term effects of peacebuilding programmes involving children and young people. Podder unpacks the concept of peacebuilding legacy through the lens of time, transformation, and intergenerational peace. Podder also develops unique qualitative cues for measuring legacy in terms of the institutional, normative, and organizational logics. If norms resonate strongly with the local context, they are likely to encourage strong retention and meaningful adoption over time. Successful institutionalization of project models through planned handover to successor national organizations, or government departments, holds the key to stronger local ownership. Organizational learning and reflection can support this process through a more strategic approach to programming, and through post-exit studies. Regarding attitude change, Podder found that, the media and peace education projects that targeted individuals' ingrained beliefs and values but overlooked the role of group social norms had only limited persuasive effects. To shift the values, practices, norms, and beliefs of the younger generation, the mindset of the older generation must also be targeted. Changes in the legal, political, economic, and other social institutions are critical for long-term and meaningful transformation. This requires adopting an ecological model of peace.
