This book presents a collection of new and updated essays on what has come to be known as the territorial explanation of war. The book argues that a key both to peace and to war lies in understanding the role territory plays as a source of conflict and inter-group violence. Of all the issues that spark conflict, territorial disputes have the highest probability of escalating to war. War, however, is hardly inevitable; much depends on how territorial issues are handled. More importantly, settling territorial disputes and establishing mutually recognized boundaries can produce long periods of peace between neighbors, even if other salient issues arise. While territory is not the only cause of war and wars arise from other issues, territory is one of the main causes of war, and learning how to manage it, can, in principle, eliminate an entire class of wars. This book examines the problems of boundary demarcation and its impact on territorial disputes, and offers techniques to manage and resolve the resulting conflicts. Historically, most civil conflicts and internal wars have been directly related to boundary or territorial disputes. Cross-border discord directly affects the sustenance and welfare of local populations, often resulting in disease, impoverishment, and environmental damage as well as creating refugees. Although the impact of territorial disputes is great, they can often be settled through bilateral, and sometimes multilateral, agreements or international arbitration. Why do sovereign states sometimes fail to settle territorial disputes peacefully? Also, why do even peaceful settlements of territorial disputes rarely call for the resulting border to be unfortified? This paper explores a class of answers to these questions that is based on the following premise: States can settle a territorial dispute peacefully only if (1) their payoffs from a peaceful settlement are larger than their expected payoffs from a default to war, and (2) their promises not to attack are credible. This premise directs the analysis to such factors as the advantage of attacking over both defending and counterattacking, the divisibility of the contested territory, the possibility of recurring war, the depreciation or obsolescence of fortifications, and inequality in the effectiveness of mobilized resources.

This book discusses the role of time in peace negotiations and peace processes in the post-Cold War period, making reference to real-world negotiations and using comparative data. Deadlines are increasingly used by mediators to spur deadlocked negotiation processes, under the assumption that fixed time limits tend to favour pragmatism. Yet, little attention is typically paid to the durability of agreements concluded in these conditions, and research in experimental psychology suggests that time pressure can have a negative impact on individual and collective decision-making by reducing each side's ability to deal with complex issues, complex inter-group dynamics and inter-cultural relations. This volume explores this lacuna in current research through a comparative model that includes 68 episodes of negotiation and then, more in detail, in relation to four cases studies - the Bougainville and Casamance peace processes, and the Dayton and Camp David proximity talks. The case studies reveal that in certain conditions low time pressure can impact positively on the durability of agreements by making possible effective intra-rebel agreements before official negotiations, and that time pressure works in proximity talks only when applied to solving circumscribed deadlocks.
