More than 12 million American children regularly rely on child care to support their healthy development and school success. Of these, over 1.6 million children receive a child care subsidy from the Child Care and Development Fund (CCDF) program each month. In addition, CCDF helps leverage child care investments from the Temporary Assistance for Needy Families (TANF) program and other funding streams, resulting in financial support to make child care more affordable for a total of 2.5 million children each month. Each year, CCDF invests over $5 billion ($7 billion in 2009 from the American Recovery and Reinvestment Act), plus additional funds transferred from TANF to CCDF. States, Territories, and Tribes annually spend $1 billion to support child care quality improvement, resulting in better learning environments and more effective caregivers in child care centers and family child care homes across the country. At the U.S. Department of Health and Human Services (HHS), the Administration for Children and Families (ACF) is pursuing a comprehensive approach to helping more children in low-income families access high-quality care. ACF's Office of Child Care (OCC) administers the CCDF and works with State, Territory, and Tribal governments to provide strong support for children and their families as they juggle work schedules and struggle to find affordable, high-quality child care for their children. This paper provides details on the following: (1) Pathways to Excellence for Child Care Programs; (2) Pathways to Excellence for Child Care Professionals; and (3) Pathways to Stronger Policies and Accountability. While this book is based on a foundation of 154 different occupations, it also includes valuable information on several hundred occupations via the career path and related occupations tables. It is important to me that the information in this book will not only be useful to readers, but also be as current and reliable as possible. Therefore I have included the most recent information from reliable Government sources, as well as my own proprietary information from 20 years of extensive occupational research. The Government sources are U.S. Department of Labor (DOL) programs. For example, I have incorporated information from DOL's new O*NET Database, which includes the occupation titles and definitions, common job tasks, key skills and abilities, and related occupations. I have added the most recent employment statistics and wage information from DOL's Bureau of Labor Statistics. Finally, from our own research, I have added career path and "real people" career dialogue elements, and have enhanced and expanded the DOL information throughout. For example, the O*NET Related Occupations lists were significantly expanded and education/training information, along with growth and wage data, were added to make occupational comparisons more meaningful. Abstract: This research study is a two-year ethnographic study examining the nature of collaboration, its development through stages and its relevance in the real-life collaboration of a multi-children and family publicly funded agencies and non-publicly funded child care. Along with studying the nature of the collaboration and its development is the individual story of the child care organization and how it fits into the site and its story. This study builds on the premise of a sociocultural perspective by taking a comprehensive look across contexts; situating itself in multiple layers which are independent yet interrelated. It further builds on the "situated perspective" on the individual story of the one of the agencies involved in the collaboration who is fundamentally different from the other agencies in that it is not publicly funded. The collaboration is analyzed by comparing the developmental stages of collaborations as shown in the research literature and by historical documents and interviews from key stakeholders in the collaborative process of the site. The individual story of the child care organization is told by the teachers and represents their "voice" in that this story is theirs. Along with the teachers' viewpoint, observations in the classroom and key stakeholders collaborate the feelings and perceptions that the child care staff feels in being marginalized as child care workers. The study extends the literature base on collaboration by re-conceptualizing the development of collaboration from a linear pathway to a circular pathway surrounded by multiple contexts in which the partnership is situated and located. Thinking of collaboration as an on-going development path that should be re-visited throughout the life of the collaboration will help this particular partnership to continue to grow and develop throughout the years. It will also help this particular partnership and others who try to replicate a similar partnership among agencies and organizations to continually re-invest in the vision, the mission statement and to remember the historical contexts in which the collaboration effort was formed, developed, implemented and evaluated.
