Adapting to the impacts of climate change is one of the greatest challenges facing the African continent. Although initially couched as primarily an environmental challenge, its importance in the socio- economic development of the region has seen the prioritisation of adaptation in the African common position at the United Nations Framework Convention on Climate Change (UNFCCC) climate change negotiations. This emphasis has resulted in a number of studies on the vulnerability of countries to climate change, including case studies detailing examples of adaptation in practice. Yet the understanding of the implementation of adaptation measures needs further nuance in its approach. The civil rights movement of the 1960s improved the political and legal status of African Americans, but the quest for equality in employment and economic well-being has lagged behind. Blacks are more than twice as likely as whites to be employed in lower-paying service jobs or to be unemployed, are three times as likely to live in poverty, and have a median household income barely half of that for white households. What accounts for these disparities, and what possibilities are there for overcoming obstacles to black economic progress? This book seeks answers to these questions through a combined quantitative and qualitative study of six municipalities in Florida. Factors impeding the quest for equality include employer discrimination, inadequate education, increasing competition for jobs from white females and Latinos, and a lack of transportation, job training, affordable childcare, and other sources of support, which makes it difficult for blacks to compete effectively. Among factors aiding in the quest is the impact of black political power in enhancing opportunities for African Americans in municipal employment. The authors conclude by proposing a variety of ameliorative measures: strict enforcement of antidiscrimination laws; public policies to provide disadvantaged people with a good education, adequate shelter and food, and decent jobs; and self-help efforts by blacks to counter self-destructive attitudes and activities.

"This volume analyzes the impediments that local conditions pose to successful outcomes of nation-building interventions in conflict-affected areas. Previous RAND studies of nation-building focused on external interveners' activities. This volume shifts the focus to internal circumstances, first identifying the conditions that gave rise to conflicts or threatened to perpetuate them, and then determining how external and local actors were able to modify or work around them to promote enduring peace. It examines in depth six varied societies: Cambodia, El Salvador, Bosnia and Herzegovina, East Timor, Sierra Leone, and the Democratic Republic of the Congo. It then analyzes a larger set of 20 major post-Cold War nation-building interventions. The authors assess the risk of renewed conflict at the onset of the interventions and subsequent progress along five dimensions: security, democratization, government effectiveness, economic growth, and human development. They find that transformation of many of the specific conditions that gave rise to or fueled conflict often is not feasible in the time frame of nation-building operations but that such transformation has not proven essential to achieving the primary goal of nation-building -- establishing peace. Most interventions in the past 25 years have led to enduring peace, as well as some degree of improvement in the other dimensions assessed. The findings suggest the importance of setting realistic expectations -- neither expecting nation-building operations to quickly lift countries out of poverty and create liberal democracies, nor being swayed by a negative stereotype of nation-building that does not recognize its signal achievements in the great majority of cases."--Page 4 of cover.
