This study investigated the effects of mandated depot capacity utilization rates on throughput, inventory, and operating expense. The measures of merit analyzed were work in process inventories, leadtime, and throughput. Since the services do not use a common computer system to track/compute capacity data, a computer simulation provided the data used to meet the research objectives. The simulation modeled a serially interdependent system subject to statistical fluctuations. Variability in the system was reduced by reducing the spread around the processing time mean. Buffer inventories were placed in front of each process to protect the process from variability. Constrained systems were buffered and the results analyzed. It was concluded that utilization rates do not reflect process effectiveness nor do they provide information on the level of customer satisfaction achieved. Additionally, this study resulted in the recommendation that DOD policy address effectiveness, not utilization and that performance measures based on throughput, inventory, and operating expense be used to evaluate process effectiveness.

"Depot maintenance support is a critical element of peacetime material readiness and combat sustainability. The Army uses its organic depot maintenance system as a controlled source of technical capability in support of both peacetime operations and mobilization surge. During the mid-1980's, the Army lost some of its organic maintenance workload and staffing and at the same time increased its reliance on commercial sources for repair. While the Army has recently stemmed the decline in organic workload, it continued to underutilize organic repair facilities. Furthermore, as technology advances, forces are reduced, and operating tempo changes, depot maintenance requirements will decline. The Army must improve its management of the depot maintenance process to maintain a visible organic capability. This report recommends that the Army improve its methods for computing mobilization requirements, sizing organic capacity, assigning responsibilities for source-of-repair decisions, and monitoring the transition from interim contractor support to organic support. Additionally, recommendations for developing more flexible contracting methods are discussed. This monograph describes a model for evaluating the combined capacity of organic (U.S. Air Force owned and operated) and contractor maintenance assets to meet aircraft programmed depot maintenance (PDM) workloads. The PDM Capacity Assessment Tool (PDMCAT) forecasts the average number of aircraft that will be in PDM status each year over several decades, based on the initial number of aircraft in PDM status, the physical capacity of the facility or facilities (number of docks available for conducting PDM work), the PDM induction policy (the period allowed between the completion of one PDM and the start of the next), and the minimum hands-on flow time (the minimum time it would take a facility to complete a PDM if only one aircraft were in PDM status). While not directly part of the model, the derived induction data can be used to estimate both near- and long-term obligation authority requirements for different induction policies, labor rates, and workload forecasts. To illustrate the model's operations and capabilities, we applied the model to evaluate the U.S. Air Force's current capacity for supporting KC-135 PDM and examined several options for improving both near- and long-term availability. In the process, we discovered that, while future annual fleet costs increase and availability decreases with age and workload, they do so rather less rapidly because the aircraft induction rates (the number of aircraft inducted each year) decrease as the PDM flow time increases. This leads to a less-drastic cost and availability forecast than usual.
