This White Paper sets out the Government's plans for a second phase of reforms of the police service in England and Wales. The reforms detailed have three broad objectives: i) the creation of dedicated neighbourhood policing teams across the country, including police constables, community support officers (CSOs) and wardens, designed to make the service more accessible, accountable and visible in the community; ii) further modernisation of the police workforce with more capacity for front-line policing, including 25,000 new community support officers and wardens by 2008, a new improvement agency to ensure policing is driven by intelligence, good practice and performance monitoring, and an enhanced training and career development structure to improve leadership and management skills at all levels; and iii) greater citizen involvement in determining how their local communities are policed, including minimum national service standards for every force by 2006, that can be built on locally. These reforms are designed to embed a strong, responsive customer service culture throughout the police service, and to help build trust and confidence in relations between the police and the public.

When Saint Francis of Assisi died in 1226, he left behind an order already struggling to maintain its identity. As the Church called upon Franciscans to be bishops, professors, and inquisitors, their style of life began to change. Some in the order lamented this change and insisted on observing the strict poverty practiced by Francis himself. Others were more open to compromise. Over time, this division evolved into a genuine rift, as those who argued for strict poverty were marginalized within the order. In this book, David Burr offers the first comprehensive history of the so-called Spiritual Franciscans, a protest movement within the Franciscan order. Burr shows that the movement existed more or less as a loyal opposition in the late thirteenth century, but by 1318 Pope John XXII and leaders of the order had combined to force it beyond the boundaries of legitimacy. At that point the loyal opposition turned into a heretical movement and recalcitrant friars were sent to the stake. Although much has been written about individual Spiritual Franciscan leaders, there has been no general history of the movement since 1932. Few people are equipped to tackle the voluminous documentary record and digest the sheer mass of research generated by Franciscan scholars in the last century. Burr, one of the world's leading authorities on the Franciscans, has given us a book that will define the field for years to come.

Property Rights in the Late Medieval Discussion on Franciscan Poverty contributes to our understanding of the history of the concept of individual natural rights by tracing the controversies surrounding the Franciscan ideal of absolute poverty from the 1250s to the 1320s. Virpi Makinen, Th.D., analyzes the complex legal, moral, and theological arguments for and against the Franciscan ideal of giving up all rights over property - an ideal that the Franciscans argued was in perfect imitation of Christ and the Apostles. Makinen pays particular attention to the concepts of rights, especially to the distinctions between dominion (dominium), right (ius) and factual use (usus facti). She discusses the arguments made by both the defenders of the Franciscan claim of apostolic poverty (Bonaventure and Bonagratia of Bergamo) and the attackers, most of whom were secular clerics (such as William of Saint-Amour, Gerard of Abbeville, Henry of Ghent, and Godfrey of Fontaines). Makinen then analyzes the support the Order received from the papacy, and how this support was undermined by Pope John XXII's vehement attack on the Franciscans in the 1320s. The book shows how the debate concerning Franciscan poverty gave rise to a new language of rights, which paved the way to the idea of individual natural rights.
