Managing climate variability and change remains a key development and food security issue in Bangladesh. Despite significant investments, floods, droughts, and cyclones during the last two decades continue to cause extensive economic damage and impair livelihoods. Climate change will pose additional risks to ongoing efforts to reduce poverty. This book examines the implications of climate change on food security in Bangladesh and identifies adaptation measures in the agriculture sector using a comprehensive integrated framework.First, the most recent science available is used to characterize current climate and hydrology and its potential changes. Second, country-specific survey and biophysical data is used to derive more realistic and accurate agricultural impact functions and simulations. A range of climate risks (i.e. warmer temperatures, higher carbon dioxide concentrations, changing characteristics of floods, droughts and potential sea level rise) is considered to gain a more complete picture of potential agriculture impacts. Third, while estimating changes in production is important, economic responses may to some degree buffer against the physical losses predicted, and an assessment is made of these. Food security is dependent not only on production, but also future food requirements, income levels and commodity prices. Finally, adaptation possibilities are identified for the sector. This book is the first to combine these multiple disciplines and analytical procedures to comprehensively address these impacts. The framework will serve as a useful guide to design policy intervention strategies and investments in adaptation measures.

Dhaka City is surrounded by a network of rivers which makes the city vulnerable to flooding. The present study provides an assessment of flood risk of eastern part of Dhaka City. In the risk assessment task, following flood frequency analysis, flood inundation map is produced using geo-informatics tools. Then secondary depth-duration-damage function of various land use classes is used to produce raster-based vulnerability map. Present monetary value of various land use classes is collected through survey. Then expected damage map is generated as a mathematical product of vulnerability, property value and area in GIS environment. Finally expected damage value is classified into several classes where each class represents risk of the study area. In comparison to the classical inundation maps, produced expected damage map generates more information about the flooding event because they bring into account the effects of flooding. These maps can be useful to evaluate policy alternatives and the results of this study may be used for future flood damage mitigation plan in the study area.

The IPCC (2007) warned that the Ganges Brahmaputra Meghna (GBM) basin will be at greatest risk due to increased flooding, and that the region’s poverty would reduce its adaptation capacity. This book investigates autonomous adaptation using a multi-method technique comprising PRA and a questionnaire survey applied in the case study area ‘Islampur’ Upazila in Bangladesh. The study has four key approaches. First, it reviews the flood literature for Bangladesh from 1980 to 2014. Second, it examines farmers' crop adaptation processes in a case study area at Islampur, Bangladesh. Third, it assesses the vulnerability and adaptation (V & A) in response to three extreme flood events (EFEs). Fourth, the book assesses the economic consequences of failure effects of autonomous crop adaptation in response to EFEs. The results show that Bangladeshi farmers are highly resilient to EFEs, but the economic consequences of failure effects of autonomous crop adaptation (FEACA) on marginal farmers are large. The book contributes to current knowledge by filling three important research gaps as follows, 1) farmers’ autonomous crop adaptation processes in response to various types of extreme floods; 2) methodological contribution for assessing vulnerability and adaptation through PRA; and 3) the economic consequences of the failure effects of autonomous crop adaptations. “This book provides a good account of ‘autonomous adaptation’ and its impact on fl ood vulnerable communities in Bangladesh. The prospect of the adverse effects that global climate change will have on human societies, opened up a discourse about the way adaptation should be managed. In order to finance adaptation measures in the most severe affected countries, the parties of the Kyoto Protocol established the Adaptation Fund in 2007. In view of the limited resources that are available for adaptation, scales for the prioritization of countries that are based on their suspected vulnerability, have been developed in literature. But so far, indicators of vulnerability reflect only the general indicators of human development, and therefore, fail to capture the complex structures of vulnerability. In order to capture the mentioned complexity in a more satisfactory way, this book highlights the theory of collective learning. The collective learning approach assumes that vulnerability can be significantly decreased when governance systems adapt to external changes through collective learning processes. This study connects to this notion, and therefore, it assesses the influence of collective learning processes on the vulnerability of the Bangladeshi and Pakistani society towards flood hazards. This determinant of vulnerability is used to capture the matter's complexity.
