Au printemps de 1992, la Direction des langues officielles a demandé aux Services en langues secondes d'effectuer une recherche dans le domaine de l'évaluation des compétences langagières à l'oral, à l'écoute, à la lecture et à l'écrit, et de cerner différentes options relatives à un système d'évaluation des compétences linguistiques qui soutiendrait la politique de dotation en personnel du gouvernement. Ce rapport résume les conclusions de la recherche. Il comporte quatre sections, dont la première présente les options reliées à un système d'évaluation et à des compétences linguistiques découlant de la recherche tandis que les trois autres servent de toile de fond aux options. La deuxième section précise le concept de la compétence et en trace l'évolution. Pour sa part, la troisième détermine les mesures pouvant servir à évaluer les compétences alors que la dernière explore les modalités d'évaluation. En annexe, on retrouve la documentation recueillie au cours du processus de recherche.
