The WHO global strategy on human resources for health encourages development partners and global health initiatives to leverage their support to health systems in countries to strengthen sustainably the health workforce. This impact assessment tool stems directly from an integrated conceptual model and it integrates relevant literature and novel empirical results that indicate positive associations among HRH investments, four key treatment service indicators, and health impact on the burden of HIV, TB and malaria.
