Book Description
In many parts of the United States it is difficult for families, particularly low- or moderate-income families, to be able to afford a suitable home in a transit rich neighborhood with good schools. Neighborhoods with all three elements are exceedingly rare. As a result, people often have to sacrifice one of three elements to make their lives work. This calculation creates a push-pull on placemaking in American cities where we still do not sufficiently design or plan the city with the quality of life services, necessities, or amenities necessary for families to stay and thrive. Mile High Connects (MHC), the Center for Cities and Schools at the University of California-Berkeley (CC&S), National Housing Conference/Center for Housing Policy (NHC/CHP), Enterprise Community Partners, and the Natural Resources Defense Council (NRDC) gathered together local, state, and federal stakeholders from across the country to explore innovative policy and practice at the Housing/Transportation/Education (H/T/E) Nexus--specifically, to discuss ways to change the above dynamic and increase opportunities for families with children to secure affordable housing in neighborhoods that offer good schools as well as good access to public transit (or otherwise allow for reduced car usage and transportation costs). This document is a synthesis of the key speeches, presentations, and critical conversations that emerged from this convening. Forum participants were asked to address key questions to create strong, mixed-income neighborhoods and great schools with access to public transit. This convening summary contains the following contributions: (1) Framing the H/T/E Challenge: Policy, Advocacy, & Research (Amy Kenyon); (2) State of the Field: Policy & Research Overview at the H/T/E Nexus (Deborah McKoy and Jeff Vincent); (3) Metropolitan Perspective: Local H/T/E Innovation Around the Country (Shannon Van Zandt, Hydra Mendoza, David Jenkins, and Judith Bell); (4) Federal Government Perspectives: Incentivizing Collaboration (Salin Geevarghese and Luke Tate); (5) Action in Denver: Mile High Connects & Success Express--Expanding Opportunity in the Denver Region (Mike Kromrey, Ismael Guerrero, Phil Washington, and Lindsay Neil); and (6) Outlining a Policy Agenda (Chris Estes and Heather Hood). TRB Special Report 320: Interregional Travel: A New Perspective for Policy Making examines the demand for and supply of interregional transportation in the United States. Major additions to transportation infrastructure, including high-speed rail, are being considered for some of the country’s most heavily traveled 100- to 500-mile corridors. The availability and use of the automobile, airplane, and train for interregional travel are reviewed along with the rejuvenated intercity bus. U.S. interregional corridors and transportation options are contrasted with those in Japan and Europe, where substantial investments have been made in passenger rail. Public investments in new, long-lived transportation infrastructure can be risky because of uncertainty about future demand and the development of new technologies and competing transportation services. Decisionmakers in interregional corridors face the added challenge of having to coordinate investments across multiple jurisdictions. The report recommends actions to reduce this uncertainty and create stronger institutional means for developing the country’s interregional corridors. In the United States, some populations suffer from far greater disparities in health than others. Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways.
