Both the Government and private developers are working on the development of IPs in different part of the country and some of them have started operation while the others are waiting for their completion. The main objective of this study is to exploring the experiences of IP developments in African countries, focusing on identifying main opportunities and challenges and lessons from and to Ethiopia. Both primary and secondary data sources were used. Documents, key informant interview and FGD were among the main data collection instruments used to examine and show IP practices in the continent and Ethiopia’s Bole Lemi and Hawassa IPs in particular. Officials and experts from Ethiopian IPDC and EIC, HRMs from nine companies, IPs' managers and employees of enterprises have responded the interview questions; households who are evicted due to IPs constructions have also participated in the FGD and different documents reviewed. Data have been interpreted through theoretical basis, basic standard, conception and comparative approach.

This open access book studies how foreign models of economic development can be effectively learned by and applied to today’s latecomer countries. Policy capacity and societal learning are increasingly stressed as pre-conditions for successful catch-up. However, how such learning should be initiated by individual societies with different features needs to be explained. The book answers this pragmatic question from the perspective of Japan’s past experience and its extensive development cooperation in Asia, Africa, and Latin America. Since the late nineteenth century, Japan has developed a unique philosophy and method for adopting advanced technologies and systems from the West; the same philosophy and method govern its current cooperation with the developing world. The key concepts are local learning and translative adaptation. Local learning says that development requires the learner to adopt a proactive mindset and the goal of graduating from receiving aid. Meanwhile, translative adaptation requires foreign models be modified to fit local realities given the different structures of the home and foreign society. The development process must be wholly owned by the domestic society in rejection of copy-and-paste acceptance. These ideas not only informed Japan but are key to successful development for all. The book also asks how this learning method should—or should not—be revised in the age of SDGs and digitalization. Following the overview section that lays out the general principles, the book offers many real cases from Japan and other countries. The concrete actions outlined in these cases, with close attention to individual growth “ingredients” as opposed to general theories, are crucial to successful policy making. The book contains materials that are highly useful for national leaders and practitioners within developing countries as well as students of development studies.

Global value chains (GVCs) powered the surge of international trade after 1990 and now account for almost half of all trade. This shift enabled an unprecedented economic convergence: poor countries grew rapidly and began to catch up with richer countries. Since the 2008 global financial crisis, however, the growth of trade has been sluggish and the expansion of GVCs has stalled. Meanwhile, serious threats have emerged to the model of trade-led growth. New technologies could draw production closer to the consumer and reduce the demand for labor. And trade conflicts among large countries could lead to a retrenchment or a segmentation of GVCs. World Development Report 2020: Trading for Development in the Age of Global Value Chains examines whether there is still a path to development through GVCs and trade. Analyzing labour law compliance data in the apparel industry from Better Factories Cambodia, we find that (1) there was a broad improvement in working conditions among factories both with and without a reputation sensitive buyer, (2) factories with a reputation sensitive buyer have higher average compliance, (3) after the elimination of public disclosure of factory level noncompliance the rate of improved compliance slowed for factories with a reputation sensitive buyer and compliance declined for factories lacking a reputation sensitive buyer but (4) compliance did not return to the baseline even in the absence of a reputation sensitive buyer or threat of public disclosure of noncompliance. These findings are consistent with the hypotheses that (1) third party enforcement complements code compliance efforts by reputation sensitive buyers, (2) factory-specific public disclosure of noncompliance helps control free-riding of noncompliant factories lacking a reputation sensitive buyer on the market-level reputational externalities generated by compliant factories and that (3) enforcement activities induce factories to experiment in human resource management innovations that are both more humane and more efficient.
