We performed this audit in response to an allegation made to the DoD Hotline that the Army Operational Test and Evaluation Command (OPTEC) did not inform the Army Systems Acquisition Review Council (ASARC) that the Advanced Field Artillery Tactical Data System (AFATDS) did not meet its user requirements during initial operational test and evaluation (IOT & E).
