We performed this audit in response to an allegation made to the DoD Hotline that the Army Operational Test and Evaluation Command (OPTEC) did not inform the Army Systems Acquisition Review Council (ASARC) that the Advanced Field Artillery Tactical Data System (AFATDS) did not meet its user requirements during initial operational test and evaluation (IOT & E). Specifically, the complainant alleged that the test and evaluation report showed that AFATDS met 100 percent of the critical operational issues and criteria when only 50 percent of the critical operational issues and criteria were met during the IOT & E.

This annotated briefing documents the results of an independent assessment of two fire support systems, the Army's Advanced Field Artillery Tactical Data System (AFATDS) and the Marine Integrated Fire and Air Support System (MIFASS). The analyses considered three alternatives; (1) Marines terminate MIFASS and join AFATDS, (2) Army terminates AFATDS and joins MIFASS, and (3) continue both efforts as presently programmed. The recommendations include continuing AFATDS, completing the MIFASS operational test, putting MIFASS developmental equipment in an operational Marine Amphibious Brigade, testing the adaptability of AFATDS to meet the Marine Corps' needs, and providing a detailed development and fielding plan for the Marine Corps' system based on the results of the Adaptability Evaluation Program and the MIFASS operational test.

The U.S. Army Test and Evaluation Command (ATEC) is responsible for the operational testing and evaluation of Army systems in development. ATEC requested that the National Research Council form the Panel on Operational Test Design and Evaluation of the Interim Armored Vehicle (Stryker). The charge to this panel was to explore three issues concerning the IOT plans for the Stryker/SBCT. First, the panel was asked to examine the measures selected to assess the performance and effectiveness of the Stryker/SBCT in comparison both to requirements and to the baseline system. Second, the panel was asked to review the test design for the Stryker/SBCT initial operational test to see whether it is consistent with best practices. Third, the panel was asked to identify the advantages and disadvantages of techniques for combining operational test data with data from other sources and types of use. In a previous report (appended to the current report) the panel presented findings, conclusions, and recommendations pertaining to the first two issues: measures of performance and effectiveness, and test design. In the current report, the panel discusses techniques for combining information.
