Final Environmental Impact Statement (EIS) discussing the effects of operating the PAVE PAWS (Phased Array Warning System), a new sea-launched ballistic missile surveillance and tracking radar system, at Otis Air Force Base on Cape Cod, Massachusetts. The EIS addresses the potential environmental effects on human health, land use, demographics and economics, and electromagnetic interference. Alternatives are considered along with unresolved issues. The conclusions are: (1) At the PAVE PAWS power levels (i.e., average power density exposures for the general public at the sub-microwatt/sq cm level even with implementation of a possible 'growth' option) there is no hazard to humans, other fauna, or flora from the radiofrequency radiation; (2) Only minor effects on land use, demographics, and economics are expected; and (3) Electromagnetic interference is either minor or can be satisfactorily reduced. In summary, the EIS states that operating the PAVE PAWS at Flatrock Hill on Otis Air Force Base will have no significant environmental impact. The EIS contains-an in-depth, critical review of the present state of knowledge regarding biological effects of radiofrequency radiation. The review was based primarily on the selection and analyses of documents, from the large body of literature on the subject, that are most significant scientifically and pertinent to the operational characteristics of PAVE PAWS and to the power densities of radiofrequency radiation in the geographical region around the radar.
