This open access book shares impact stories - testimonies from various value chain actors who have been part of the Tropical Legumes (TL) projects, over the past twelve years. The Tropical Legumes projects led by ICRISAT in three parts (TLI, TLII and TLIII), constitute a major international initiative supported by the Bill & Melinda Gates Foundation (BMGF) and jointly implemented by the International Center for Tropical Agriculture (CIAT), International Institute of Tropical Agriculture (IITA) and National Agricultural Research Systems (NARS) partners from Sub-Saharan Africa and India. The project developed improved cultivars of common bean, cowpea, chickpea and groundnut (but also soya bean and pigeon pea cultivars in its initial phases) and delivers their seed to smallholders in BMGF-focus areas. It also strengthens the NARS and CGIAR's breeding programs and seed platforms to enhance their ability to deliver high and sustained outputs to smallholder farmers. The book compiles the experiences of a diversity of actors within the grain legume value chains, with a focus on groundnut and common beans in Tanzania and Uganda, groundnut and cowpea in Nigeria, and groundnut in Ghana. All stakeholders involved share their thoughts on being part of a decade-long development project family. National agricultural research institutes, knowledge brokering organizations, NGOs, public and private seed companies, agro-dealers, individual seed entrepreneurs, farm-implement makers, farmer cooperatives, farmer groups, individual men and women farmers, middlemen, processors, traders and consumers were all involved in this project, and as such this book provides valuable insights for development workers, technical staff, and project managers. Sub-Saharan Africa is a critical development priority-it has some of the world's poorest countries and during the past two decades the number of poor in the Region has doubled, to 300 million-more than 40 percent of the Region's population. Africa remains behind on most of the Millennium Development Goals (MDGs) and is unlikely to reach them by 2015. With some of the world's poorest countries, Africa is a development priority for the donor community. A major drag on Africa's development is the underperformance of the critical agriculture sector, which has been neglected both by donors and governments over the past two decades. The sector faces a variety of constraints that are particular to agriculture in Africa and make its development a complex challenge. Poor governance and conflict in several countries further complicate matters. The seed industry in Pakistan has undergone significant developments since the 1950s and has transitioned from ‘Green Revolution’ to ‘Gene Revolution’. The 2015 amendment in the Seed Act, 1976, and the enactment of Plant Breeders’ Rights Act and Rules have provided long awaited intellectual property protection for proprietary seed. Notwithstanding this fundamental change, the challenge of effective enforcement of intellectual property rights remains. This paper presents how the seed industry has evolved over the years through evaluating the regulatory and institutional framework along with looking into the major challenges that still plague the seed system of Pakistan. It also explores how the private sector can be incentivized to invest in the seed sector while protecting the farmers’ rights. Findings reveal that there seems to be a lot of scope for strengthening the seed system of Pakistan via encouraging private sector participation mainly through developing proactive markets with strong institutional mechanism along with scientific and time bound regulatory approval framework. An appraisal of the international best practices divulges that technological backstopping, developing public-private partnerships, building institutional capacity for effective enforcement of regulatory regime and availability of information to farmers for selecting quality seed are equally vital for creating a well-functioning seed system in Pakistan
