The application of multi-spectral satellite data to estimate polar surface energy fluxes is addressed. To what accuracy and over which geographic areas large scale energy budgets can be estimated are investigated based upon a combination of available remote sensing and climatological data sets. The general approach was to: (1) formulate parameterization schemes for the appropriate sea ice energy budget terms based upon the remotely sensed and/or in-situ data sets; (2) conduct sensitivity analyses using as input both natural variability (observed data in regional case studies) and theoretical variability based upon energy flux model concepts; (3) assess the applicability of these parameterization schemes to both regional and basin wide energy balance estimates using remote sensing data sets; and (4) assemble multi-spectral, multi-sensor data sets for at least two regions of the Arctic Basin and possibly one region of the Antarctic. The type of data needed for a basin-wide assessment is described and the temporal coverage of these data sets are determined by data availability and need as defined by parameterization scheme. An Advanced Research Workshop (ARW) sponsored by NATO and the California Space Institute was held in Corsica (France) October 3 to 7, 1983 to discuss the role of satellite observations in the large-scal·eoceanographic experiments, especially those under discussion (e.g., the World Ocean Circulation Experiment, WOCE, and the Tropical Ocean and Global Atmosphere, TOGA). This volume is based on papers presented during that meeting, summaries of the discussions of the working groups and recommended necessary tasks to be accompl ished in preparation for WOCE and TOGA. The participants of the meeting decided that, although the collection of issues discussed in the meeting was undoubtedly incomplete, the summaries of the discussions and recommended tasks warranted being conveyed to the organizers and sponsors of WOCE and TOGA. Although not discussed at the workshop, it was recognized that an important role of satellites is as data collection and location systems. Some of the common conclusions of the different working groups discussions are that: 1) Studies are needed of the sensitivity of the ocean response to errors in surface parameters (wind stress, heat flux, SST etc.) in a variety of physical models. These should be one of the basis for determining the accuracy requirements in WOCE and TOGA.

Beginning with an overview of data and concepts developed in the EU-project HABIT-CHANGE, this book addresses the need for sharing knowledge and experience in the field of biodiversity conservation and climate change. There is an urgent need to build capacity in protected areas to monitor, assess, manage and report the effects of climate change and their interaction with other pressures. The contributors identify barriers to the adaptation of conservation management, such as the mismatch between planning reality and the decision context at site level. Short and vivid descriptions of case studies, drawn from investigation areas all over Central and Eastern Europe, illustrate both the local impacts of climate change and their consequences for future management. These focus on ecosystems most vulnerable to changes in climatic conditions, including alpine areas, wetlands, forests, lowland grasslands and coastal areas. The case studies demonstrate the application of adaptation strategies in protected areas like National Parks, Biosphere Reserves and Natural Parks, and reflect the potential benefits as well as existing obstacles. A general section provides the necessary background information on climate trends and their effects on abiotic and biotic components. Often, the parties to policy change and conservation management, including managers, land users and stakeholders, lack both expertise and incentives to undertake adaptation activities. The authors recognise that achieving the needed changes in behavior – habit – is as much a social learning process as a matter of science-based procedure. They describe the implementation of modeling, impact assessment and monitoring of climate conditions, and show how the results can support efforts to increase stakeholder involvement in local adaptation strategies. Evapotranspiration (ET) is a critical component of the water and energy balances, and the number of remote sensing-based ET products and estimation methods has increased in recent years. Various aspects of remote sensing of ET are reported in the 11 papers published in this book. The major research areas covered by this book include inter-comparison and performance evaluation of widely used one- and two-source energy balance models, a new dual-source model (Soil Plant Atmosphere and Remote Sensing Evapotranspiration, SPARSE), and a process-based model (ETMonitor); assessment of multi-source (e.g., remote sensing, reanalysis, and land surface model) ET products; development or improvement of data fusion frameworks to predict continuous daily ET at a high spatial resolution (field-scale or 30 m) by fusing the advanced spaceborne thermal emission reflectance radiometer (ASTER), the moderate resolution imaging spectroradiometer (MODIS), and Landsat data; and investigating uncertainties in ET estimates using an ET ensemble composed of several land surface models and diagnostic datasets. The effects of the differences between ET products on water resources and ecosystem management were also investigated. More accurate ET estimates and improved understanding of remotely sensed ET products are crucial for maximizing crop productivity while minimizing water losses and management costs.
