He believes this plan would lead forward to a complete canalization of the Scioto and Sandusky Rivers for the pass ing of freight from Lake Erie to the Ohio River. Protection for the three valleys by canals and reservoirs could be obtained for $17, it is estimated, with extra benefits to be derived from the water supply, water power and navigation.
