This report focuses mainly on the impact of offshoring activities on labor market. An in-depth review of economists' empirical work indicates that the effect of increasing offshoring depends on the locations, tasks, and industries of the offshoring activity. In particular, increasing offshoring activities to low-income countries negatively affects most-routine workers' wages and positively affects intermediate-routine workers' wages. However, increasing offshoring to high-income countries hurts intermediate-routine workers' wages and benefits most-routine workers' wages on average. Moreover, we find a net positive effect of increasing offshoring activities on domestic employment despite substantial job loss; however, the magnitude depends on the industry revenue level of the offshoring firm.

We discuss the effects of low-skill offshoring on the endogenous schooling decision of workers along with the potential changes in the labor market. The analysis is performed in the context of a matching model with different possible equilibria. Our exercise suggests that the endogenous adjustment of low-skill workers can only partially offset the welfare-deteriorating effects of offshoring. As a result, we aim at restoring welfare by increasing the opportunity cost of staying low-skill. In addition to this, we also consider labor flexibility as an effective policy to deal with the adverse welfare effects of offshoring that befall those in the lowest end of the skill ladder.

The study proves evidence of five new empirical facts on the impact of services offshoring on local labour markets. First, services offshoring increases average employment and wages within local labour markets, much more so in the manufacturing industry than in the services one. Second, positive effects are both on firms directly offshoring services and on non-offshoring firms located in the same local labour market of offshoring ones. Third, larger firms and those paying higher wages benefit the most from local market services offshoring, rising the gap between firms. Fourth, services offshoring widens the differences between workers with those in managerial and professional occupations or with a higher level of education benefiting the most. Finally, the interpretation of a local labour market is pivotal for the results: local area and sector-local area specifications reveal positive impacts of services offshoring, opposite to sectoral one.
