Under the auspisces of the Competition Act, OFGEM acts as a regulator, in matters of price and supply. This period of the annual report covers the introduction of NETA, New Electricity Trading Arrangements, which was set up to make the pricing of supply more competitive. The new market orientated system introduced by NETA, has brought a reduction in prices of 18%, while governance arrangements amongst suppliers made companies resilient enough to face market problems after the collapse of Enron. There are still matters to resolve though, especially the ongoing debate between the needs of a competitive energy policy, and the issues of sustainable development.
