A brief narrative description of the journal article, document, or resource. The Office of Civil Rights (OCR) enforces the laws that prevent discrimination on the basis of race, national origin, sex, disability, and age in America's schools, colleges, and universities. To gauge how the department is fulfilling that mission, a description of the OCR's policy-guidance efforts, complaint investigations, and enforcement activities from October 1, 1992, through September 30, 1993, is provided here. The report focuses on: OCR policy guidance on age and race discrimination; the impact of complaint investigations on elementary, secondary, and postsecondary students' lives; race-targeted scholarships; the effect of compliance reviews; complaint resolution; complaint workload; disability complaints; and other complaint activities, such as magnet-schools assistance programs, vocational education, administrative litigation, higher education desegregation, technical assistance, and new publications. Some of the future goals of the OCR are likewise detailed, including OCR priorities, civil rights cases and policy, and management reform. Four appendices list statutory responsibilities and federal relationships, issues on staffing and budgeting, publications of the OCR, and addresses and telephone numbers of regional OCR offices. "In 1954, the Supreme Court delivered the landmark decision of Brown v. Board of Education--establishing the right to attend a desegregated school as a national constitutional right--, but the decision contained fundamental ambiguities. In close to three dozen decisions on school desegregation, the Supreme Court has never offered a clear definition of what desegregation means or laid out a framework for understanding or adjudicating between competing interpretations. In the Crucible of Desegregation, R. Shep Melnick examines the evolution of federal school desegregation policy from 1954 through the termination of desegregation orders in the first decades of the 21st century, combining legal analysis with a focus on institutional relations, particularly the interactions between federal judges and administrators. Melnick argues that years of ambiguous, inconsistent, and meandering Court decisions left lower court judges adrift, forced to apply contradictory Supreme Court precedents in a wide variety of highly charged political and educational contexts. As a result, desegregation policy has been a patchwork, with lower court judges playing a crucial role. They did so against the backdrop of massive resistance, and this combined with the fragmented and decentralized nature of America's political institutions and its education system. The Crucible of Desegregation reveals patterns and persistent impasses that remain relevant today. 2004 was a special year in America's longstanding efforts to provide equal educational opportunity for all people. It marked the 50th Anniversary of the U.S. Supreme Court's decision in "Brown v. Board of Education", which declared racially segregated schools to be unconstitutional. 2004 also marked the 40th Anniversary of the "Civil Rights Act of 1964", which prohibits racial and national origin discrimination by recipients of federal financial assistance, including educational institutions, and the 30th Anniversary of the U.S. Supreme Court's decision in "Lau v. Nichols", which affirmed the educational rights of language minority students. These historic milestones helped bring about extraordinary achievements in efforts to eradicate racial segregation, eliminate educational discrimination, and ensure that all students have the opportunity to reach their full educational potential. This report, which covers the activities of the U.S. Department of Education's Office for Civil Rights (OCR) from Oct. 1, 2003, to Sept. 30, 2004, demonstrates how OCR's compliance program continues in the tradition of these civil rights legacies. From investigating the misidentification of minority students in special education, to ensuring accessibility of college campuses for students with disabilities, to facilitating access of women to equal academic and athletic opportunities, OCR has vigorously pursued its statutory civil rights enforcement responsibilities.
