Occupational safety and health (OSH) policies, programs and activities within DOE are changing rapidly. In June 1989, Secretary of Energy Watkins launched his ''Ten Point Initiative'' charting a new course for the Department of Energy (DOE) toward full accountability in the areas of environment, safety and health. Full compliance with Occupational Safety and Health Administration (OSHA) standards is now mandatory within the Department. Independent ''Tiger Teams'' are performing safety and health compliance assessments at DOE facilities to identify OSH deficiencies. A recent extensive OSHA audit of DOE OSH programs and related activities has resulted in additional changes in DOE OSH requirements. These changes coupled with those pending in the proposed OSHA Reform Act, have had, and will continue to have, a tremendous impact on the roles and responsibilities each of us has within DOE, particularly in the area of OSH training. This presentation focuses on the specific implications these changes have relating to OSH Training Requirements.

Preliminary studies reveal that serious deficiencies exist in occupational safety and health training programs within DOE's fossil fuel programs. The basic requirements of Executive Order 12196, 29 CFR 1960 (both earlier and current versions) and Chapter III, ASFE 5480.1 are not being addressed in an adequate fashion. The principal deficiencies are a lack of sufficient funding for both employee and safety and health staff training, and inadequate or non-existent documentation of training for top management, intermediate levels of management, and supervisors. Similar deficiencies exist in varying degrees for other employees. It is apparent that the full extent of the training requirements in OSHA 29 CFR 1910 standards has not been recognized and implemented within the ETCs.

This section summarizes trainee evaluations for the Safety and Health Training Section course, Orientation to Occupational Safety Compliance in DOE'' (P-101), which was conducted November 12--22 at Hanford, in Richland, Washington. Section 1.1 and 1.2 of this report summarize the quantitative course evaluations that trainees provided upon completion of the course. Appendix A provides a transcript of the trainees' written comments. Numeric course ratings were generally positive and show that the course material and instruction were very effective. Written comments supported the positive numeric ratings. The course content and knowledge gained by the trainees exceeded most of the students' expectations of the course. Results from the final examination showed that students gained significant knowledge from the course.

In an evaluation of the Department of Energy (DOE) Occupational Safety and Health programs for government-owned contractor-operated (GOCO) activities, the Department of Labor's Occupational Safety and Health Administration (OSHA) recommended a technical information exchange program. The intent was to share written safety and health programs, plans, training manuals, and materials within the entire DOE community. The OSH Technical Reference (OTR) helps support the secretary's response to the OSHA finding by providing a one-stop resource and referral for technical information that relates to safe operations and practice. It also serves as a technical information exchange tool to reference DOE-wide materials pertinent to specific safety topics and, with some modification, as a training aid. The OTR bridges the gap between general safety documents and very specific requirements documents. It is tailored to the DOE community and incorporates DOE field experience.
