Essa decisão tem como referência a formulação de Dourado (2017b), que trata o PNE como o epicentro da política educacional brasileira. O debate sobre a o financiamento da educação é abordado neste livro de uma forma bastante original, uma vez que se detém aos processos sociais mais fundamentais sob a vigência do modo de produção capitalista, que são aqueles travados entre as classes e frações de classes sociais. Ao tratarmos do tema a partir de elementos históricos e atuais, evidenciamos o quanto ele é estruturante para pensar e agir sobre a política educacional brasileira.
