Approximately half of U.S. infants born each year receive WIC benefits, and infant formula is a key component of the food package many receive. Recent news reports suggest that some participants have attempted to sell WIC formula online, and the Internet has substantially increased as a marketplace in recent years. This report assessed: (1) how the U.S. Department of Agriculture (USDA) determines the amount of formula to provide to participants; (2) what is known about the extent to which participants sell WIC formula online; and (3) steps USDA has taken to prevent and address the online sale of WIC formula. Children are already learning at birth, and they develop and learn at a rapid pace in their early years. This provides a critical foundation for lifelong progress, and the adults who provide for the care and the education of young children bear a great responsibility for their health, development, and learning.
