In FY 2013, the federal government spent approximately $6.5 billion on the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), which provides food and services -- including nutrition education, breastfeeding support, and health and social service referrals -- to about 9 million low-income pregnant and postpartum women, infants, and young children. Approximately half of U.S. infants born each year receive WIC benefits, and infant formula is a key component of the food package many receive. Recent news reports suggest that some participants have attempted to sell WIC formula online, and the Internet has substantially increased as a marketplace in recent years. This report assessed: (1) how the U.S. Department of Agriculture (USDA) determines the amount of formula to provide to participants; (2) what is known about the extent to which participants sell WIC formula online; and (3) steps USDA has taken to prevent and address the online sale of WIC formula. Young children thrive and learn best when they have secure, positive relationships with adults who are knowledgeable about how to support their development and learning and are responsive to their individual progress.
