La introducción de especies exóticas en nuevos hábitats es una la segunda mayor amenaza para la biodiversidad, y la que se produce través del agua de lastre de los buques y lo es para la biodiversidad de los océanos. Se trata de un problema transfronterizo y global que tan sólo puede ser combatido y atajado con actuaciones igualmente globales. La Organización Marítima Internacional adoptó en 2004 el Convenio para el Control y la Gestión del Agua de Lastre y los Sedimentos de los Buques. Tras un muy lento ritmo de ratificaciones, entrará en vigor el 8 de septiembre de 2017, convirtiéndose en el primer instrumento internacional vinculante en afrontar tan gravísima amenaza para la biodiversidad. Para llevar a buen término la protección de la biodiversidad se, hace imprescindible una eficaz, y por tanto homogénea, puesta en práctica de las previsiones del Convenio, para lo cual será necesario el desarrollo de programas que permitan la puesta a disposición de todos los Estados del conocimiento y las tecnologías recientemente desarrolladas, así como los correspondientes recursos financieros.
